UNOPS South East Asia Multi-Country Office (EAPMCO)
The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia – 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Mekong, and EAPMCO Philippines.
In 2024, the UNOPS EAPMCO implemented projects worth more than USD 80 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.
The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.
Background Information – The Southeast Asia Energy Transition Partnership
The Southeast Asia Energy Transition Partnership (ETP) brings together governments and philanthropies to work with partner countries in the region. We support the transition towards modern energy systems that can simultaneously ensure economic growth, energy security, and environmental sustainability. Enabling the transition toward greener energy systems will greatly contribute to the achievement of the UN’s Sustainable Development Goals (SDGs) Agreement objectives.
ETP focuses on Indonesia, the Philippines, and Vietnam, which are the countries in the region with the highest energy demand, a substantial pipeline for fossil fuel-based projects, and a significant and cost-effective potential for renewable energy and energy efficiency. ETP provides high-level technical advisory support, holistic support to Governments on financing and technical needs, capacity and skill development, and facilitation of dialogues in all related areas.
Private Sector Accelerator Technical Assistance Facility (PSA TAF)
Engaging the private sector is critical for a successful energy transition. Private companies drive innovation, bring significant investment, and prioritise efficiency, making energy efficiency and renewable energy more economically viable. Their involvement stimulates economic growth, creates jobs, and ensures the global dissemination of clean energy technologies. Private sector participation also mitigates risks, leverages expertise in project management, and adapts quickly to market changes, contributing to the success of the energy transition. The collaboration between the public and private sectors accelerates the shift towards a sustainable and resilient energy system.
ETP, in collaboration with the Southeast Asia Clean Energy Facility (SEACEF), implements the Private Sector Accelerator Technical Assistance Facility (PSA TAF) aimed at supporting private sector acceleration in the energy transition sectors. It focuses on these thematic areas:
- Risk Mitigation: Project and sector-level analysis of critical risks creating barriers to project realisation. This might involve creating risk-sharing mechanisms, insurance options, or guarantees to attract private capital.
- Market Transparency: Ensuring transparency in energy markets to build investor confidence. Clear information on market conditions, energy prices, and potential thus allowing private companies to make informed investment decisions.
- Public-Private Partnerships (PPPs): Collaboration between the public and private sectors through PPPs to facilitate the development and implementation of large-scale clean energy projects. This shared approach helps distribute risks and resources effectively.
- Climate Disclosure and Reporting: Implementing standardized climate disclosure and reporting mechanisms can help investors assess and compare the environmental performance of different companies. This transparency encourages responsible environmental practices and attracts socially responsible investors.
- Project preparation: Early stage RE, EE and grid (pre) feasibility studies, pathway to financing, project planning, permitting pathways and convening key public and private stakeholders to ensure successful implementation and long-term success.
Through PSA TAF, ETP will implement technical assistance projects, including market studies, regulatory assessments, and other technical studies, focusing on pre-identified areas on energy transition. These projects aim to foster greater private sector participation in energy transition in Indonesia, the Philippines and Vietnam by clarifying private sector opportunities, and understanding and addressing potential barriers to scaling up their participation.
Technical Senior Analyst – Environmental (Clean Energy)
The Technical Senior Analyst – Environmental (Clean Energy) will be part of ETP’s retainer pool and will provide support in implementing the PSA TAF. This is not a full-time position. Retainer contractors will carry out tasks on an intermittent basis, called upon to work when needed or as planned. There are no guaranteed minimum working hours or days.
Under the direct supervision of the Senior Programme Manager, the incumbent will support the design of technical assistance projects under the PSA TAF, provide technical and coordination support to ensure its successful implementation, support in expanding the PSA TAF portfolio, and support other ETP activities. There are pre-identified PSA TAF projects to be implemented across Indonesia, the Philippines, and Vietnam. The incumbent will support all projects in the three countries.
The incumbent may be required to travel to Indonesia, the Philippines, and Vietnam, but most of the interaction is expected to be virtual. The position is home-based but may be required to occasionally report to the UNOPS office.

1.Project Design and Portfolio Development
- Support in drafting and refinement of Terms of References (TOR) for technical assistance projects, incorporating technical, financial/economic, and stakeholder input. This includes:
- Conducting research and analysis to inform TOR development.
- Identifying and engaging with relevant stakeholders (e.g. government agencies/ministries, private sector actors, civil society organizations, others) to gather input and ensure alignment.
- Coordinating with ETP’s country and regional coordinators to avoid duplication of effort and exploring synergies with existing or planned projects.
- Coordinating with ETP Program Management and Fund Management teams on finalizing the TOR.
- Participate in the evaluation of proposals to select project implementing partners or consultants.
- Support in building the PSA TAF project portfolio by scoping for emerging fields in the energy sector, identifying potential focus areas, understanding the needs, and assessing private sector interest.
2.Technical and Coordination Support
- Provide technical and operational support to the implementing partners/consultants, as necessary. This may include linking them with stakeholders, strategizing on the conduct of activities, and reviewing project outputs.
- The incumbent may be asked to participate in meetings related to work undertaken under PSA TAF, including meetings with implementing partners, progress and strategy meetings with SEACEF, and engagement with other stakeholders. The incumbent will document highlights of meetings.
- Gather information and conduct interviews, prepare materials, such as slide decks, that ETP can use for dissemination or in forum presentations to inform of PSA TAF.
- Scope for programs, projects, and policy linkages between PSA TAF and ETP’s aligned programs, and broader programs in the energy sector funded by development partners, planned or underway.
- Support other ETP activities particularly projects that are aligned with the PSA TAF focus areas, as necessary. Support may include participation in workshops or stakeholder engagement, providing feedback on project outputs, and other tasks as suggested by ETP.
- Contribute to ETP’s reporting by drafting sections relevant to PSA TAF activities and results.
- Inform ETP Program Management and Fund Management teams on potential issues or risks on any of the PSA TAF projects to devise solutions.
3.Support Private Sector Engagement
- Identify and initiate engagement with key private sector actors (e.g., developers, investors, industry associations) relevant to the PSA TAF’s focus areas.
- Create and maintain a database of key private sector actors in Indonesia, the Philippines, and Vietnam.

Education:
- An advanced University Degree (Master’s or equivalent) or higher degree in Engineering, Economics, Finance, Business Administration, or any related field is required.
- A first level university degree (Bachelor’s or equivalent) in the above-mentioned fields with additional two (2) years of relevant experience may be considered in lieu of an advanced degree.
Experience:
- A minimum two (2) years of relevant experience working on either of the following areas: energy transition, renewable energy, energy efficiency, smart grid, investments, financing, market analyses, business development and other related areas is required.
- Experience working with or engaging with the private sector is required.
- Relevant experience in coordinating complex environments, multiple and diverse stakeholders is required.
The following experiences are desirable:
- Experience in project management, administration, strategic planning and management, strategic liaison, donor or partners coordination.
- Experience in organizing and conducting workshops, dialogues, consultations.
- Experience working in Vietnam, Indonesia, and Philippines.
- Experience working in UN organizations and/or UNOPS.
Language Requirements:
- Full working knowledge (Fluency) in written and oral English is required.
- Contract type: Local ICA retainer.
- Contract level: ICS 9 / LICA-9
- Contract duration: 1 Year with the possibility of extension subject to organizational requirements, availability of funds and satisfactory performance.
