Job Description:

The Technical Specialist Livelihood and Climate Change Adaptation will be responsible for providing technical leadership to the implementation of Build Secure Livelihood, S4T, food security project model & other allied models

Provide continuous technical assistance to Beneficiaries & improve Agriculture, livelihood, economic development & DRR activities. Supports & leads the sector in the Humanitarian emergency response as part of the NDMT.

Support activities to improve staff, partner, and beneficiary skills. Promote capacity building and technical skills to staff, partners, and Beneficiaries. Implement project activities in accordance with the project guidelines and targets. Lead and facilitate sharing of best practices among staff & stakeholders. Ensure the quality monitoring of training/capacity building events in accordance with the quality standards.

Provide the project team with continuous feedback on HH conditions, technology changes & all external factors that are likely to be relevant to it in the future; Spread the project identity and message into national stakeholders

Provide technical input & coordination of events in the community on promoting equitable access to resources, under the guidance of Manager, Health and Nutrition.

Establish systems, processes, contextualize models to support team & implementing partner in having one common approach in solving the raised issues within the scope of Livelihood programming.

Support Grant, PNS, APs Managers & coordinators to administer project budget to ensure accurate and timely budget spending.

Liaise with relevant stakeholders Govt ministries, Funding Organizations, INGOs, NPAs, local communities, & other stakeholders as appropriate

Perform other duties as required, including participate in weekly meeting with the direct line manager.

 

MAJOR RESPONSIBILITIES

 

Technical Quality assurance and capacity building – 50%

  • Provision of Technical Oversight for Agricultural and Livelihood Activities
  • Ensure all Agricultural and Livelihood activities are implemented in line with each project designs of APs, PNS and Grants and at global standards. Ensure technical excellence in trainings and capacity building of project beneficiaries and outcomes are achieved in timely, quality manner. Ensure DRR, CBDPP are done in all the projects of World Vision.
  • Escalate technical issues early and openly; resolve issues quickly and fully.
  • Support each project (Grant, PNS and APs) which has Agriculture, Livelihood and Climate change, including BSL, and help them accomplish their objectives and indicators.
  • Ensure proper technical capacity of staff to implement activities and provide input to grant staff and short-term consultants.
  • Leadership of all Economic Development activities
  • Plan, direct and implement with operation team all aspects of project implementation related to Economic Development activities, including ensuring that all Partners meet their obligations under the project, and meet WV compliance standards

 

Technical support on program implementation- 25%

  • Provide direct technical support and guidance to project teams working on climate change adaptation through:
  • Provision of technical guidance and training, response to technical queries, assistance in problem identification, resolution and troubleshooting.
  • Identification and provision of technical expertise.
  • Review and comments on project proposals, reports and other technical documentation.
  • All staff and projects working on Climate Change Adaptation are able to provide high quality, cutting-edge implementation, collaboration and reporting to stakeholders.

Coordination and Collaboration- 15%

  • Manage proactive and responsive relationship with Project Partners, Government stakeholders, and other partners in the field, under the direction of the Technical Team Lead (Integrated Nutrition)
  • Coordinate the training for GoL staff from various levels & line ministries.
  • Support selected planning, monitoring and coordination mechanisms for multi-sectoral convergence approaches addressing Nutrition, agriculture, Livelihood and climate change.
  • Support nutrition coordination between sub-national and national stakeholders and partner

Program Design, planning and Monitoring-10%

  • Designing, Monitoring, Evaluation, Reporting and Communication
  • Identify and support development of proposals/ designs and identify opportunities and support the development of these opportunities for resource acquisition.
  • Establish and maintain effective project reporting, monitoring, evaluation, and communication systems.  Submit timely accurate and professional reports that meet donor and WV requirements
  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact
  • Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.
  • Sharing of the learning within the wider development community

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • 5-7 Years’ experience supporting agricultural and Livelihood interventions within the development sector
  • Excellent ability to work with large, multi-disciplinary teams
  • Proven experience in stakeholder management including working with in-country professionals, government ministries, and donors
  • Strong capacity-building and technical oversight skills Strong oral presentation and report-writing skill
  • Experience managing agriculture, Livelihood and climate change projects
  • Ability to train others, ability to provide technical guidance and support to operation staff.

Required Education, training, license, registration and certification

  • University degree relevant to agriculture, Climate change, environmental science, economic development or Economics or related field that is relevant to CSA interventions
  • Experience in community development programs with a focus the on well-being of children
  • Experience in providing senior technical oversight to Agriculture, Livelihood and Climate change programs
  • Demonstrated coordination experience with Government and development partners at Provincial and National level

Preferred Knowledge and Qualifications

  • Higher degree in a relevant field (agriculture,) or equivalent experience
  • Technical training and demonstrate knowledge on Agriculture, Livelihood and Climate change, Economic development, business model, savings formation.
  • Knowledge of development work, including program logic, theory of change, and community empowerment.
  • Good understanding of Economic Development in Lao Government policies, laws, and institutions and ability to work together with various stakeholders.
  • Ability to identify and plan work strategically and to work to deadlines.
  • Project management knowledge and skills.
  • Possess strong organizational, IT, and writing skills.
  • Ability to function efficiently and effectively with little day-to-day supervision.
  • Willingness to travel to the districts and villages on a frequent basis.
