ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.
The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the DOTMLPFI spectrum.
The Innovation Branch observes science and technological trends, and contributes to the development of innovative, cost-effective and interoperable capability solutions to current and anticipated capability shortfalls and priorities, thereby contributing to NATO’s military advantage against potential opponents.
The Innovation Hub is supported by dedicated contractors for IT Support and Facilities/Event Management which, under supervision of the Section Head, will work together with the Technician (Innovation Hub) on assigned tasks.
He/she is responsible for making sure that the Innovation Branch IT, VTC, websites, and other technical services and assets are available, managed, maintained, and updated optimally at all times. He/she is responsible for the planning, scheduling, and maintenance of the Innovation Hub facilities and assets required by HQ SACT, the Innovation Branch, and the NATO Innovation Hub, to foster and enable onsite and online collaboration between ACT and the broader community of interest. He/she can act as or support the Event Manager for online or onsite Innovation Hub activities. He/she can also acts as subject-matter expert for assigned projects in the fields of innovative technology solutions originated by Academia, Industry, small medium enterprises, international innovation centers, etc., which can support ACT in the development of innovative capabilities.

Principal Duties: His/her duties are:
a. Design, plan, implement, operate and maintain state-of-the-art technological tools in support of HQ SACT, the Innovation Branch, and the NATO Innovation Hub, to foster and enable the collaboration with its broader community of interest including other NATO and national entities involved on innovation, Industry, Academia, International Organization, Governmental and Non-Governmental Organization, small medium enterprises, and individual experts all over the world.
This includes, but is not limited to:
• Ensuring that the technological tools meet NATO standards and corporate identity requirements, taking into consideration international norms for design and security.
• Testing these tools for compatibility with major platforms and browsers.
• Implementing efficient information knowledge management among the supported communities.
• Integrating and sharing of data resources from and with the broader capability development community.
• Implement state-of-the-art tools and techniques to monitor web activity and integrity, and provide regular reports and recommendations.
• Conducting daily operation and maintenance of the technological tools.
• Ensuring, eventually with the specialized support of other NATO or contracted entities, the cyber security of these tools.
• Update and maintain websites.
• Monitor website activity and integrity and provides regular reports and recommendations.
b. Design, plan, schedule, manage, maintain, and upgrade, as required, the NATO Innovation Hub enterprise level LAN/WAN.
c. Explore, analyze, and assess new tools, techniques and technologies relevant for his/her area of expertise, and advise on and demonstrate their potential use in support of NATO.
d. Coordinate, and provide support to the online and onsite collaborative events, with technological tools and audiovisual technologies.
e. As required, train personnel in the use of the technological tools. Create the documentation needed for the users self-training.
f. Act as supporting staff in the management and coordination of the collaboration and contribution provided by subject-matter experts in the fields of Technology coming from Academia, Industry, international Innovation centers, etc.
g. Act as member of the Innovation Branch, executing tasks and duties as directed by the Section Head Innovation Hub or his superiors with regards to any other projects, activities, and outputs related to the Branch core tasks in the field of Innovation, and Digital Transformation.
Essential Qualifications
a. Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years of experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
b. Six years of demonstrable knowledge and experience with IT- and VTC systems.
c. Six years of experience in end user support.
d. Six years of knowledge of, and experience in, installation, maintenance and troubleshooting of recent and current Microsoft/Apple client operating systems, and Office-/web.
e. Six years of knowledge of Windows Server, PC Hardware, Networking Hardware, Networking Protocols, Desktop Troubleshooting.
f. Six years of working knowledge of IT hardware and auxiliary computer equipment, such as projectors, printers, scanners, and audio systems.
g. Six years of knowledge of and experience with technologies like NAS Server, Virtual Machine.
h. Six years of knowledge and experience in Installing, replacing, modifying and configuring network systems.
i. Six years of knowledge about Website development and Content Management Systems.

Desirable Qualifications
a. Professional Experience
1. Experience in working with web tools (preferable WordPress, or alternatively Acquia/Drupal).
2. Knowledge of NATO responsibilities and organization, including ACO and ACT.
Attributes/Competencies
a. Personal Attributes: Extensive communication with all levels throughout the organization is required for the incumbent to perform his/her work.
b. Managerial Responsibilities: There are no personnel management responsibilities for this position. He/she may oversee contractor’s work on occasion.
c. Professional Contacts: He/she additionally participates in regular direct briefings of National representatives and other NATO and National Staff officers. Extensive communication with all levels throughout the organization will be required for the incumbent to perform his/her work.
d. Contribution to Objectives: His/her work affects both directly and indirectly on the work and objectives of ACT. The work will directly impact the strategic objectives of the organization and the efficiency and effectiveness of the development process to deliver capabilities.
Security Clearance
The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.
Work Environment
He/she will be required to work in a normal office environment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
