Job Summary:

The Technology, Architecture and Planning (TAP) Program Manager oversees the execution and completion of Digital Transformation initiative and Enterprise Architecture projects that will improve our agility, responsibility, and impact as an organization. This position serves a key matrixed leadership role on the Technology, Architecture and Planning Team and is responsible for providing program and project management services across a portfolio of strategic and capability-building initiatives in order to reach our organizational objectives.

Accountabilities:

  • Facilitates the development of ISS’s Digital Transformation initiative and provide program management services for the ongoing portfolio of work.
  • Provides project management services for core TAP team projects with strong alignment with our business, solution, data, integration, infrastructure and security architects and leads.
  • Supports intake processes and ensure alignment with overall technology portfolio management deliverables.
  • Establishes Business Outcome and KPI measurements to ensure value realization for TAP programs and projects.
  • Collaborates with functional area managers and partners to determine needs and expectations to create and finalize project deliverables.
  • Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
  • Manages project budget and determines appropriate resources needed for project completion.
  • Ensures project documents are complete, current, and stored appropriately.
  • Effectively communicates relevant project information to company management.
  • Keeps project team well informed of changes to ensure completion of project and staying within budget constraints.
  • Identify, log, analyze and manage potential and actual issues and risks, taking corrective action, either by managing directly or managing staff.
  • Captures ideas or requests, categorizing them for opportunity improvement and innovation and assists in business case development.
  • Develops Best Practices and tools for project execution and management.
  • Develops and manages vendor relationships with service providers.
  • Stays abreast of new and emerging industry practices.
  • Responsible for managing multiple projects concurrently.

Applied Knowledge & Skills:

  • Demonstrated experience in managing, organizing and leading large, complex digital transformation programs and projects.
  • Strong understanding of Enterprise Architecture principles and practices and how to align with digital transformation initatives.
  • Familiarity with business architecture and business capability mapping, Future State roadmapping, and other Enterprise Architecture constructs for delivering services.
  • Excellent oral and written communication skills.
  • Experience working with senior executive leadership

  • Decisions and actions have serious implications with delays in project schedules and operations and may affect overall business activities.
  • Problems are complex and require analysis of situations and data with evaluation of a range of factors.
  • Exercises judgment within broadly defined practices and policies to select methods and techniques to obtain results.

Supervision Given/Received:

  • Manages staff and external project members to achieve goals and vision of project from initiation to completion.
  • Manages technical staff, either directly or indirectly in a matrices organization
  • Coordinates project plans, budgets, training, and resources with management to achieve strategic goals.
  • Provides team with direction and vision, including motivating people to perform, providing feedback, recognizing strengths, and providing challenges.
  • Manages contractor resources, budgets, and deliverables.
  • Mentors junior staff and provides career progression guidance.

Education:

  • Bachelor’s Degree or its International Equivalent in Computer Engineering, Computer Science, Information Technologies or related field.

Experience:

  • Typically requires 8+ years of IT programs and project management experience. Typical office environment.
  • Experience managing Digital Transformation or Enterprise Architecture projects is preferred.
  • Experience working at a non-government organization is a plus, specifically direct experience with program and project management within digital development.

Typical Physical Demands:

  • Typical office environment. Ability to sit or stand for extended periods of time; ability to move 5-15 lbs.

Technology to be Used:

  • Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Less than 10%

The expected hiring salary range for this role is listed below. fhi360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, fhi360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. fhi360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US-based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

Hiring Salary Range: $110,000- $132,000
