Position Description The Technology Operations Specialist leads strategic technology initiatives within RTI’s International Development Group (IDG), managing critical aspects of technology operations and digital transformation for a division of 1,600+ staff across 50+ countries. This position coordinates complex enterprise technology implementations, security programs, and cross-functional projects while serving as a key liaison between IDG and Global Technology Solutions (GTS) teams. The role is responsible for overseeing enterprise productivity environments, identity management systems, and operational technology services that support RTI’s international development portfolio. Primary duties include project management, change management, technical documentation, stakeholder communication, and operational process improvement. This position requires extensive experience in technology operations, enterprise systems, and project management, with the ability to work effectively across global teams and diverse technical environments. This position will report to the Senior Director, Information Technology for IDG and will be based in the US (Washington, DC; Research Triangle Park, NC or remote). The position may be expected to travel up to 10% of the time. Candidates must be eligible to work in the United States without sponsorship. Responsibilities Manage Technology Operations Lead cross-functional team projects and activities to achieve technology project goals and deliverables, ensuring alignment with RTI’s strategic objectives. Manage and optimize enterprise productivity environments (Google Workspace, Microsoft 365) for the international development team, including platform administration, user transitions, and cross-platform integrations to ensure seamless collaboration and operational efficiency. Partner with technical teams across RTI to oversee enterprise identity, mobility, and security programs, including MDM deployment, Microsoft Entra ID administration, Zero Trust (ZTA) implementation, and related IAM infrastructure. Assess, review, and coordinate the rollout of digital tools (cloud-based, desktop, etc.) for international projects, including cybersecurity review, data responsibility, technical feasibility, integration with RTI systems, and more. Design and oversee cloud infrastructure (AWS, Azure, GCP) architecture and operations, ensuring optimal performance, security, and cost-effectiveness across international environments. Develop and maintain disaster recovery and business continuity plans, including regular testing and updates to ensure resilience of critical systems. Lead system monitoring strategy, including implementing tools and processes for proactive infrastructure monitoring, capacity planning, and performance optimization. Technical Architecture & Service Management Drive the development and maintenance of technical architecture roadmaps aligned with organizational strategy and international project needs. Establish and oversee ITIL-based service management frameworks, including incident management, change management, and service level agreements (SLAs). Manage technical debt through strategic planning and systematic modernization efforts. Design and implement integration architectures that enable seamless operations across diverse international environments. Process & Efficiency Coordinate IT management and support efforts, streamline procurement processes and device deployment, and implement workflow automation for enhanced efficiency. Support complex technological and digital domains of work within IDG and GTS. Implement and manage change management processes, ensuring smooth transitions and minimal disruption to project goals and organizational operations. Gather, analyze, and report IT metrics and key performance indicators to monitor project success and inform decision-making. Communication & Documentation Communicate effectively with internal and external stakeholders, vendors, and partners, making project progress information readily accessible in SharePoint and addressing concerns about upcoming changes. Develop comprehensive guidance, resources, and tutorials, and maintain up-to-date and accessible documentation. Coordinate the development and implementation of project documentation and deliverables, ensuring all materials are comprehensive and up to date. Qualifications Bachelor’s degree in Information Technology, Computer Science, or a related field and minimum of 8 years of relevant experience (or Master’s degree and 6 years of relevant experience) 5+ years of experience in IT operations and project management, with demonstrated success leading complex technical projects. Demonstrated experience in managing and leading technology teams. Experience in nonprofit or international development contexts highly desired. Experience with cybersecurity & compliance frameworks (NIST, FedRAMP, FISMA) a plus. Knowledge, Skills and Abilities: Deep understanding of enterprise productivity suites, identity management, and security frameworks. Expertise in cloud infrastructure, system architecture, and service management methodologies. Strong background in disaster recovery, business continuity planning, and infrastructure monitoring. Expertise in adopting emerging technologies and digital platforms to optimize project processes. Experience in nonprofit or international development contexts highly desired. Proven experience with project management methodologies including Agile, Scrum, and Waterfall. Strong proficiency with project management tools such as Microsoft Project, Jira, or similar software. Demonstrated ability to implement and standardize project management tools and processes. Excellence in cross-functional teamwork and stakeholder management. Strong interpersonal skills with cultural awareness for effective global team collaboration. Ability to translate technical challenges into understandable terms for non-technical stakeholders.
