Your team

Within the Network Management Directorate, the “Infrastructure” Division manages the European infrastructure deployment projects and programmes and aims at making the SES digital sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.

Your role

Your role will be to:

  • Contribute to EUROCONTROL activities in relation to aviation air ground and ground- ground voice and data IP (v4 and v6) based communications.
  • Provide technical contribution to R&D studies on fixed and mobile IP communication for aviation for both voice and data.
  • Provide technical contribution to the Internet resources registration entities and support of related services and groups.
  • Develop and provide support to test tools for IP applications.
  • Coordinate on technical matters with European Air Navigation Service Providers to optimise the operation of ATM network.
  • Produce technical specifications (standards, calls for tender etc…) related to aviation communication.
  • Perform technical evaluation of offers made by industry on aviation telecommunication in view of selecting optimal suppliers as support to activities.
  • Oversee activities from external telecommunication service providers (contract management, performance management, etc…) to ensure service level agreements are being met.
  • Contribute actively to internal and external technical groups, meetings, etc and present technical studies results at international level.
  • Review and maintain aviation standards in domain of expertise in accordance with the applicable rules and procedures (cf. ICAO processes and ISO 9001).
  • Participate in safety and quality audits, and act as needed on the implementation of the recommendations.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • University degree of at least 4 years in Telecommunication (Engineering or Physics) with 3 years of relevant working experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience and knowledge of IPv6 protocol (Fixed and Mobile)
  • Experience and knowledge of voice over IP (VoIP) communication, preferably in an Air Traffic Management environment.
  • Knowledge of fixed and mobile IP telecommunication.
  • Knowledge or understanding of aviation telecommunication including ICAO standards (Annex X).
  • Knowledge of specific aviation telecommunication rules.
  • Technical drafting skills in English. Presentation skills.
  • As an asset:
    • European Regional Internet Registry (RIPE) experience as certified professional.
    • Experience in the development of IP test tools.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become users of French at level A1/A2 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
