Org. Setting and Reporting
This position is located in Kinshasa in the Field Technology Section (FTS) of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Telecommunications Assistant reports to the Chief ICT Operations Management.
Responsibilities
TELECOMMUNICATION INFRASTRUCTURE:
• Carry out maintenance of Wide Area Network (WAN) and Local Area Network (LAN) across the Mission, including installation and configuration of network hardware.
• Consolidate, fine-tune and integrate traffic statistics of the Mission’s Internal Network by using in house monitoring systems to better assess remote sites capacity requirements, utilization and metrics to aide decision making on network requirements and polices.
• Support implementation and facilitation of corporate guidance, SOPs, standards, and roadmaps on LAN, WAN, satellite and wireless technologies, and WAN optimizations.
• Support and manage the Mission’s Cisco Unified Communications Manager (CUCM) platform.
• Implement approved network security policies globally.
• Work closely with the ICT security teams to provide high level network guidance and support for prevention and mitigation of threats and abuses on Mission’s Network.
• Ability to identify and mitigate network vulnerabilities, previous experience with United Nations Core ICT systems.
• Any other related duties as may be required.
ICT PROJECTS:
• Consolidates and registers new projects on online project platform.
• Follows up and updates the projects on Project Online platform and provides monthly statistics on the on-going project.
• Updates Microsoft projects schedule for all register projects.
• Sends all relevant Projects Documentations to the Project Board for approval/signature.
• Ensures equipment / material is available for the project.
• Creates Umoja notification for equipment to be issued/shipped for the project.
• Initiates and coordinates Projects Meetings.
OPERATIONS SUPPORT:
• Performs related administrative duties, such as drafting routine correspondence, and assisting with the coordination of the travel programme.
• Monitors accounts and payment to vendors and individual contractors for services.
• Assists with the coordination of physical space planning.
• Assists with the administrative arrangements for seminars, conferences, and meetings.
• Monitors status of expenditures and allotments through Umoja, records variations, updates budget tables, consolidates data received and provides support to higher-level staff with respect to budget reviews.
• Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff, maintains files of rules, regulations, administrative instructions and other related documentation, maintains up-to-date work unit files (both paper and electronic).
• Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in field missions.

Education
High school diploma or equivalent is required.
Work Experience
At least six (6) years of working experience in experience in an information technology environment especially in Wide Area Network designs and implementation in an enterprise, including at least three years of experience at the international level are required.
Expertise in routing and switching, VPN, QoS, integration of WAN with external providers and other network-related policies is required.
Expertise in Network Security (Firewalls), Endpoint Security, Intrusion Detection and Prevention System is required.
Expertise in network segregation and monitoring tools such as load balancer, SolarWinds, Inter-mapper are required.
Expertise in Wireless LAN, Unified Communications and Voice Over Internet Protocol (VoIP) Technologies and cloud voice are desirable.
Experience in international operations in a post conflict-environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of French is desirable.
