TERMS OF REFERENCE: CPTED SPECIALIST CONSULTANT

PROJECT OVERVIEW: The Pan American Development Foundation (PADF) seeks a consultant for a 12-month consultancy to implement Crime Prevention Through Environmental Design (CPTED) methodologies in Jamaica. The consultant will be responsible for delivering specific, measurable outputs that contribute to enhancing community resilience against crime, improving law enforcement capacities, and strengthening community engagement in high-risk areas.

SCOPE OF WORK

The consultancy is structured around the following key objectives and deliverable-based activities:

Objective 1: Strengthening Community Resilience

  • Activities:
    • Collaborate with pre-identified local organizations and stakeholders (including theJamaican Constabulary Force, Project STAR, and other partners) to implementCPTED initiatives.
    • Lead public engagement activities (e.g., town halls, focus groups, communitywalks) to ensure community involvement.
    • Design and deliver CPTED training sessions for law enforcement and community-based organizations.

Objective 2: Enhancing Institutional Capacity

  • Activities:
    • Provide technical assistance and training to targeted entities (law enforcement,community organizations, faith-based groups) on CPTED methodologies.
    • Develop Standard Operating Procedures (SOPs) for law enforcement to integrateCPTED principles into community policing strategies.
    • Assist in overseeing and monitoring infrastructure improvements (e.g.,community centers, safe spaces) that support long-term crime prevention.

Objective 3: Implementing Pilot CPTED Interventions

  • Activities:
    • Oversee the implementation of at least two major CPTED interventions in eachpre-identified community, such as enhancements to local infrastructure (e.g.,street lighting, playgrounds, community centers).
    • Engage youth and community members in designing and executing theseinterventions.
    • Establish monitoring frameworks to evaluate the success of these interventionsin reducing crime and increasing community engagement.

Objective 4: Ensuring Sustainability

  • Activities:
    • Build local capacity to ensure that CPTED initiatives can be maintained after theconsultancy period.
    • Establish partnerships with private sector actors to ensure the long-term financialsustainability of community spaces.
    • Develop funding strategies and train local entities in grant-writing to supportfuture independent CPTED projects.

Deliverables and Reporting
The consultancy is deliverable-based, and payment shall be paid based on satisfactory completion of deliverables, with expected outputs structured as follows:

  • Final assessment report outlining successes, challenges, and sustainability of the interventions.

Acceptance and Approval of Deliverables
The contracted consultant will collaborate with PADF and relevant stakeholders to complete all deliverables. All submitted deliverables will require acceptance and approval by PADF HQ and the local team.

SUSTAINABILITY
To ensure the sustainability of the gains beyond the period of performance, PADF will work closely with local stakeholders, including community organizations, law enforcement, and government agencies. The consultant will be instrumental in building the capacity of these entities to manage and maintain CPTED initiatives post-project. This will include developing long-term management and maintenance strategies for improved infrastructure, facilitating stakeholder buy-in, and ensuring that CPTED principles are institutionalized. The consultant will also provide technical support for identifying funding opportunities and equipping local organizations with the skills to independently seek grants and other resources, promoting sustainability beyond the project’s lifecycle.

IMPLEMENTATION OF DELIVERY ARRANGEMENTS AND STRATEGY
The project will be delivered as part of PADF’s ongoing work in Jamaica, with the consultant playing a key role in implementing CPTED interventions in identified high-risk communities. Administrative support and technical guidance will be provided by PADF headquarters. The consultant will not need to assess or identify new communities, as those will be pre-selected. Instead, the consultant will focus on implementing and monitoring interventions in these areas. Regular coordination with PADF, INL, and other stakeholders such as Project STAR will ensure that project activities remain aligned with overall objectives and timelines. The consultant will also leverage PADF’s experience from other INL-funded projects where relevant.

ESTIMATED TIMEFRAME
The consultancy will begin on or around October 31, 2024, and run until October 1, 2025. Monthly deliverables will be expected, with key milestones including the completion of the Inception Report within the first month. Deliverables will be structured on a monthly basis, with progress reports and ongoing engagement with stakeholders.

MONITORING AND REPORTING
The consultant will submit a Work Plan and Inception Report within the first 10 days of the consultancy. Throughout the consultancy, the contractor is expected to submit monthly activity and progress reports, detailing the implementation of CPTED interventions and stakeholder training. Communication and reporting on project milestones will be done regularly through meetings, email, and phone calls with PADF, INL, and local partners. Monitoring of the project will be managed through PADF’s existing monitoring system to ensure transparency, effectiveness, and alignment with project goals. The consultant will work closely with the project team to track progress and adjust activities as necessary.

Performance Measures

Outputs:

  • Number of CPTED interventions successfully implemented.
  • Number of training sessions conducted and stakeholders trained.
  • Improvement in community infrastructure.

Outcomes:

  • Reduction in crime rates in targeted communities.
  • Increased capacity of local organizations to manage CPTED initiatives.
  • Enhanced public perception of safety in project areas.

SUPERVISION
The consultant will report directly to the designated PADF representative in Jamaica, as well as PADF’s team at its headquarters in Washington, DC. Regular supervision and support will be provided through scheduled check-ins and ongoing collaboration with PADF’s Project Coordinator. The consultant will also maintain communication with relevant stakeholders, such as community organizations and law enforcement agencies, to ensure effective coordination of CPTED activities.

LOCATION / TERMS AND CONDITIONS
This consultancy is based in Jamaica. Candidates must reside on the island and be able to travel island wide as needed. Travel requirements will be planned and covered by the project when necessary. The terms and conditions, including the remuneration, will be aligned with the project’s needs and will be negotiated with the selected consultant.

IDEAL CANDIDATE PROFILE

The ideal candidate should have:

  1. Proven expertise in Crime and Violence Prevention methodologies, with a track record of implementing community-based crime prevention interventions.
  2. Knowledge and experience with Crime Prevention Through Environmental Designapproaches.
  3. Experience working with law enforcement agencies and community organizations to develop and deliver training programs on CPTED principles.
  4. Strong understanding of community engagement strategies and infrastructure development in high-crime areas.
  5. Experience working in Jamaica or similar developing country contexts, preferably within the Caribbean region.

Excellent project management, communication, and report writing skills.

Validity of bid: 90 days from the submission deadline

Amendments: At any time prior to the deadline for submission of proposals, PADF may, for any reason, modify the Terms of Reference document by an amendment which will be posted to the PADF website and/or communicated via email.

RATE
The consultant’s remuneration will be discussed during negotiations, with a strict budget in place for the engagement. Travel and per diem costs will be covered separately by the project if applicable.

This TOR does not obligate PADF to execute a contract, nor does it commit PADF to pay any costs incurred in the preparation or submission of the proposals. Furthermore, PADF reserves the right to reject any and all offers, if such action is considered to be in the best interest of PADF. PADF will, in its sole discretion, select the winning proposal and is not obligated to share individual evaluation results.

All proprietary information provided by the bidder shall be treated as confidential and will not be shared with potential or actual applicants during the solicitation process. This includes but is not limited to price quotations, cost proposals and technical proposals. PADF’s evaluation results are confidential.
