GGGI Thailand was established in 2013, embedded the onsite office into the Department of Climate Change and Environment or DCCE under the Ministry of Natural Resources and Environment Thailand. GGGI is supporting Thailand in the climate action programmatic solution and investment driving green growth in sub-sectors: Waste Management, Green Buildings and Green Industries.
Thailand’s NDC Roadmap on Mitigation 2021-2030, the building sector, through energy efficiency measures in commercial and public buildings, contribute one million tCO2 reduction by 2030. In its Long-term LEDS submitted in 2021, Thailand emphasized supportive actions including increasing energy efficiency target measures such as Building Energy Codes, Energy Efficiency Resource Standards and Energy Service Company ESCO business. The Asia Low Carbon Building Transition Project (ALCBT) funded by International Climate Initiative (IKI), the German Federal Ministry for Economic Affairs and Climate Actionwill accelerate the attainment of those goals by mobilizing financing for low carbon buildings through addressing systemic and technical barriers.The ALCBT Program is being implemented in five countries in the ASEAN region: Cambodia, India, Indonesia, Thailand and Vietnam. The program duration is 5 years from 2023 – 2028. The project has four broad outcomes: 1) Institutionalize low carbon performance matrix, 2) Enhance industry capacity on low-carbon assessment, 3) Financing of low carbon buildings through ESCO model and 4) Replication and scale-up. The project is being implemented by GGGI together with consortium partners, namely ASEAN Centre for Energy (ACE), HEAT GmbH Habitat, Energy Application & Technology (HEAT) and Energy Efficiency Services Limited (EESL).Although the building energy code has been in place in Thailand, its enforcement has not been significant due to many reasons. The project will assess and develop tools and systems to support building energy code implementation including Low-Carbon Assessment (LCA), Monitoring, Reporting and Verification (MRV), building registry supplemented by capacity building. The training modules will include the provision of the country’s building energy codes and the procedures to implement them.GGGI and consortium partners will engage with relevant government entities to provide suitable decision-making tools for the enforcement of the building energy code. Focused and robust awareness campaigns will be undertaken through training, public domain, digital channels amongst all stakeholders on the importance of the codes. Building energy code is a continual regulatory process which requires updating to align with country’s updated NDCs and LT-LEDs. LCA of the buildings under this project will also provide necessary input to the policy makers to update the building energy code for the transition to low-carbon buildings.
Energy efficiency in the building sector plays a crucial role to account for a substantial portion of energy consumption and GHG emissions. Under the overall guidance of Country Representative and close supervision of the Project Lead, the national consultant serves as a technical expert on the ALCBT project in Thailand. The individual will provide strategic guidance, technical advice, and active participation to achieve project goals and outcomes in energy efficiency and low carbon building implementation in terms of technical, planning, and institutional tools that will have been successfully implemented by key public and private sector stakeholders in Thailand by 2028, resulting in direct emissions reduction. Tools and technical capacities for low carbon buildings will be mainstreamed in public and private institutions and ultimately contributing to direct GHG emissions reduction and NDC enhancement. The objectives of the assignment are to
1) Provide strategic guidance and technical advice on energy efficiency and low-carbon building practices tailored to the Thai context.
2) Actively participate in project activities and events requiring technical expertise, including delivery presentation and perform as a trainer in workshops, training sessions, and stakeholder consultations.
3) Contribute to the development and implementation of technical tools and resources for energy efficiency and low-carbon building adoption.
4) Analyze data and track progress towards project indicators related to energy efficiency and GHG emissions reduction.
5) Prepare technical reports, presentations, and other deliverables as required.
6) Support overall project management and implementation.
GGGI is recruiting a National Consultant with specialized technical knowledge in energy efficiency and low carbon building, particularly relevant to the Thai context. This individual will play a crucial role in achieving the ALCBT project’s outcomes by providing technical advice on following key project outputs and activities. The scope of work will be extended to include additional tasks deemed necessary by the Country Representative and/or the Project Manager beyond the core deliverables outlined in the TOR.
(a) Assist in establishing a building registry to track carbon reduction and in accordance with the national standard.
(b) Review and advise on the customized Low Carbon Building Tool and database with the consortium partners.
(c) Offer constructive inputs to integrate Monitoring, Reporting and Verification (MRV) into Energy Conservation Building Code (ECBC).
(d) Support the development and operationalization of regional One-Solution Software (OSS) digital platform covering best practices, standards, carbon emissions, energy estimation, and financial analysis for energy efficiency investment pipeline and investor matchmaking.
(e) Analyze the integration of Best Available Technologies (BAT) for energy efficiency and sustainable cooling appliances with natural refrigerants in Green Procurement and Guidelines, including Low Carbon and GHG Assessment and thresholds.
(f) Support the validation process of developed tools with relevant stakeholders, consortium partners, and GGGI.
(g) Assist in piloting customized building registry and building carbon assessment tools at the sub-national level.
(h) Contribute to enhancing policy recommendations for Thailand leading to net-zero carbon emissions in the building sector by 2050.
(a) Collaborate with GGGI to refine Thai translations of training materials covering carbon assessment in buildings, integration with NDC and LT-LEDs, utilization of building assessment tools, sustainable cooling practices as well as provide technical feedback to enhance content and effectiveness.
(b) Deliver some training to enhance the capacity of key industry stakeholders on low carbon buildings.
(c) Provide technical recommendations to the suitable training content for Thai government officials (policy makers and implementors) who will integrate the tools into their workplans and strategies.
(d) Enhance technical training content, specifically to professional and academic practices personnel (non-policy making) in the building sector.
(e) Support GGGI and relevant stakeholders to develop and review the training content on low carbon building principles and sustainable cooling which will be integrated into the course syllabus of educational institutions.
(f) Support ESCO model development by offering technical assistance to enhance market readiness for the Energy Service Company (ESCO) model in Thailand, promoting energy efficiency adoption.
(g) Advice GGGI and the consortium partners on conducting a comprehensive market assessment and engagement process to determine energy efficiency market gaps in building and cooling sector in Thailand.
(h) Support training initiatives for air-conditioning distributors and installers on natural refrigerants and sustainable cooling solutions.
(a) Provide technical advice on energy efficiency in low-carbon buildings to develop and promote green finance products and leverage public and private sector partnerships.
(b) Enhance the existing building taxonomy framework to clearly link energy and carbon performance with financing options.
(c) Provide expert advice on incorporating green public procurement practices based on rigorous carbon performance standards, stimulating demand for low-carbon buildings.
(d) Support GGGI and consortium members to conduct an in-depth study of existing and emerging on-bill financing model and the ESCO market in Thailand for energy efficiency in low carbon buildings, identifying opportunities for expansion and collaboration.
(e) Contribute to enhancing financial institutions and ESCO staff with the knowledge and skills necessary to evaluate and facilitate energy efficiency investments and ESCO projects, unlocking market potential.
(f) Recommend technical solutions for pilot bulk procurement of sustainable cooling technologies, drawing on market engagement and innovative business model design.
(a) Support GGGI and consortium partners to establish a dedicated ALCBT website serving as a central repository for project tools, knowledge products, and online training modules.
(b) Provide strategic advice on replicating and scaling up successful project interventions, business models, and low-carbon building practices across Thailand and the region.
(c) Review and ensure the accuracy and technical soundness of content intended for the knowledge sharing platform and outreach materials, maintaining high standards for public dissemination.
(d) Actively support GGGI in disseminating project knowledge and outcomes through the website, social media channels, and relevant events, maximizing reach and impact in Thailand and the ASEAN region.
(a) Support in developing project execution plan and ensure its timely implementation.
Support in managing project-planning, stakeholder consultation, implementation, monitoring and reporting internally and externally.
(b) Coordinate with all project partners, consultants and other stakeholders for all matters related to ALCBT project in Thailand and the ASEAN region.
(c) Build and maintain effective working relationships with national counterparts, external experts, and partners to advance the project objectives.
(d) Submit monthly progress reports to the Country Representative and/or the Project Manager in detail the progress made on each task during the month, key deliverables and challenges encountered.
The consultant will work closely with GGGI Thailand and consortium partners, primarily onsite at the DCCE Officealso with hybrid arrangements possible. Monthly meetings will ensure alignment, as the consultant provides strategic guidance towards project implementation in energy efficiency. Expertise in energy efficiency relevant to Thailand is crucial, alongside contributions to standardized tools development, stakeholder capacity building, and knowledge sharing. This unique opportunity requires proven experience in energy efficiency adaptation and mitigation, coupled with a strong understanding of Thailand’s energy landscape and excellent communication skills.
Deliverables will be in accordance with the monthly progress report during the contract period (24 months). The monthly payment schedule subject to acceptance of deliverables by the Country Representative of GGGI Thailand.
