GGGI Thailand was established in 2013, embedded the onsite office into the Department of Climate Change and Environment or DCCE under the Ministry of Natural Resources and Environment Thailand. GGGI is supporting Thailand in the climate action programmatic solution and investment driving green growth in sub-sectors: Waste Management, Green Buildings and Green Industries.

Thailand’s NDC Roadmap on Mitigation 2021-2030, the building sector, through energy efficiency measures in commercial and public buildings, contribute one million tCO2 reduction by 2030. In its Long-term LEDS submitted in 2021, Thailand emphasized supportive actions including increasing energy efficiency target measures such as Building Energy Codes, Energy Efficiency Resource Standards and Energy Service Company ESCO business. The Asia Low Carbon Building Transition Project (ALCBT) funded by International Climate Initiative (IKI), the German Federal Ministry for Economic Affairs and Climate Action will accelerate the attainment of those goals by mobilizing financing for low carbon buildings through addressing systemic and technical barriers.

The ALCBT Program is being implemented in five countries in the ASEAN region: Cambodia, India, Indonesia, Thailand, and Vietnam. The program duration is 5 years from 2023 – 2028. The project has four broad outcomes: 1) Institutionalize low carbon performance matrix, 2) Enhance industry capacity on low-carbon assessment, 3) Financing of low carbon buildings through ESCO model and 4) Replication and scale-up. The project is being implemented by GGGI together with consortium partners, namely ASEAN Centre for Energy (ACE), HEAT GmbH Habitat, Energy Application & Technology (HEAT) and Energy Efficiency Services Limited (EESL).

Although the building energy code has been in place in Thailand, its enforcement has not been significant due to many reasons. The project will assess and develop tools and systems to support building energy code implementation including Low-Carbon Assessment (LCA), Monitoring, Reporting and Verification (MRV), building registry supplemented by capacity building. The training modules will include the provision of the country’s building energy codes and the procedures to implement them.

GGGI and consortium partners will engage with relevant government entities to provide suitable decision-making tools for the enforcement of the building energy code. Focused and robust awareness campaigns will be undertaken through training, public domain, digital channels amongst all stakeholders on the importance of the codes. Building energy code is a continual regulatory process which requires updating to align with country’s updated NDCs and LT-LEDs. LCA of the buildings under this project will also provide necessary input to the policy makers to update the building energy code for the transition to low-carbon buildings.

OBJECTIVES OF THE ASSIGNMENT

Due to the dynamic activities of the ALCBT project in Thailand, there is a need to disseminate information about the project’s progress, outcomes, and collaborations to the public, both those within and outside the building sector. Under the guidance of the Country Representative and the close supervision of the Project Lead, a National Consultant will serve as the public outreach campaign design for the ALCBT project in Thailand. The objectives of the assignment are to provide communication strategy development for the ALCBT project, 2) Create content and disseminate through online and offline communication channels, 3) Coordinate with the relevant stakeholders and media to implement communication packages, 4) Participate in the related project events and 5) Conduct monitoring and evaluation of communication strategies launched.

SCOPE OF WORK

GGGI is seeking a National Consultant specializing in communication strategies, public outreach, and awareness campaigns to promote the activities of the ALCBT project in Thailand. The individual will oversee the project’s communication efforts in Thailand and the impact of the ALCBT project and GGGI. They will achieve this through effective communication strategies to enhance GGGI’s visibility and targeted outreach campaigns. The consultant will develop strategies by crafting tailored messages, selecting effective channels, and monitoring progress. They will conduct audience research to understand beliefs, barriers, and create culturally sensitive messaging. By segmenting the audience, they will ensure message relevance, and continuous evaluation will allow for data-driven adjustments.

Target Audience: policymakers, building industry professionals, financial institutions, media, and public.

ENGAGEMENT
  • Lead engagement with the communications department at HQ in Seoul and with local partners, ensuring that all communication products are aligned with GGGI’s corporate communication policy and strategy.
  • Lead engagement with media and press networks and stakeholders related to the project’s context for GGGI events.
  • Build and maintain positive relationships with key stakeholders and media network.
  • Assist with stakeholder outreach by planning and writing content for media, social media, and events.
  • Coordinate with GGGI and consortium partners to develop and implement communication packages.
  • Organize and participate in press conferences and media briefings.
DELIVERY
  • Conduct a comprehensive assessment of project activities, stakeholders, and consortium partners.
  • Develop a communication strategy tailored to the country-level and aligned with GGGI’s corporate communication policy and strategy as well as IKI’s communications guidelines.
  • Identify key communication channels and platforms (online and offline) for maximum reach and engagement.
  • Establish clear communication objectives, key messages, data privacy, and target audience segments.
  • Develop engaging and informative communications materials, including website content, social media posts and campaigns, press releases and media kits, brochures and infographics, and videos. Ensure all materials comply with GGGI’s communication protocols and visual identity guidelines.
  • Work with technical experts and other staff to write, edit, and prepare content for various media and outlets.
  • Develop and ensure timely submission of project success stories.
  • Lead the production of publication, technical reports, special reports, factsheets, and other collateral.
  • Respond to media inquiries and generate positive press coverage.
  • Support and help drive the consistent incorporation of gender and social inclusion in all communication and knowledge sharing interventions.
  • Develop and maintain a consistent visibility across all communication channels and ensure effective media coverage.
  • Regularly update and disseminate project information through appropriate channels.
  • Deliver additional tasks on communications deemed necessary by the Country Representative and/or the Project Manager.
MONITORING AND EVALUATION
  • Monitor the response to GGGI’s engagement efforts and advise the Country Representative and communications department at HQ in Seoul on opportunities to improve outreach and promote project awareness.
  • Track and analyze the performance of communication activities using relevant metrics (website traffic, social media engagement, media mentions, etc.).
  • Adjust communication strategies and tactics based on data insights and feedback.
  • Regularly report on communication progress and achievements to GGGI and stakeholders.

The consultant will primarily work onsite at the GGGI Thailand Office but with hybrid work arrangements possible. Monthly meetings with GGGI and consortium partners will ensure alignment and collaboration. Strong cultural awareness and understanding of the Thai media landscape are essential.

DELIVERABLES AND PAYMENT SCHEDULE

Deliverables will be in accordance with the monthly progress report with communication materials during the contract period (12 months). The monthly payment schedule subject to acceptance of deliverables by the Country Representative of GGGI Thailand.

  • The Consultant shall submit the monthly progress reports which should reflect detailing activities undertaken, key achievements and challenges faced.
  • All relevant online and offline communication materials prepared from the start to the end of the assignment shall be attached to the monthly progress report.
  • The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English and Thai (If available).
  • Monthly progress report must be approved by the Country Representative of GGGI Thailand. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
EXPERTISE REQUIRED

The national consultant is expected to possess qualifications, key professionals, competencies, and skills.

1) Qualifications:

  • Bachelor’s degree in communication, journalism, public relations, or a related field.
  • Minimum of 5 years of experience in communication or public relations roles including a good working knowledge of printed, visual, and web-based media (e-newsletters), including traditional and social media, publishing, and document design.
  • Basic knowledge in the development sector or environmental field (a plus).

2) Skills:

  • Communication: Excellent written and verbal communication skills in Thai and English.
  • Content Creation: Ability to develop engaging and informative content for various audiences and platforms.
  • Digital Marketing: Proficient in using social media platforms, websites, and other digital marketing tools.
  • Media Relations: Experience in building and maintaining relationships with media outlets, journalists, and a diverse set of stakeholders.
  • Event Management: Ability to plan and execute communication activities for project events.
  • Data Analysis: Basic understanding of data analysis tools and techniques to track communication performance.

3) Competencies:

  • Strong cultural awareness and understanding of the Thai media landscape.
  • Ability to work independently and as part of a team.
  • Excellent organizational and time management skills.
  • Adaptable and able to work in a fast-paced environment.
  • Strong problem-solving and critical thinking skills.

4) Professional Experience:

  • Experience developing and implementing communication strategies for development projects.
  • Experience with web-based programs and other graphic design software programs.
  • Proven track record of creating engaging content for various channels.
  • Experience working with media outlets and journalists.
  • Experience managing and participating in project events.
