PROJECT BACKGROUND

National Development Forum on Tonga Strategic Development Framework III, 2026 – 2036

The development of the forthcoming Tonga Strategic Development Framework (TSDFIII), 2026 – 2036, will have a people-centered approach, placing the well-being of the people of Tonga at the heart of development across all focus areas. This inclusive approach will help ensure that the plan is responsive to their needs and expectations for the next decade. The objectives of this National Development Forum consultation are:

  • To provide an opportunity for the people of Tonga to engage in dialogue, listen and contribute to the development of the plan and the ways in which it can be more people centered.
  • To foster collaboration and partnerships between government bodies, private sector enterprises, civil society organizations, faith-based organizations, communities, development partners, and both regional and international institutions in order to strengthen a shared vision and reaffirm the collective commitment to the TSDFIII;
  • To promote innovative solutions to address urgent development challenges, and to foster a spirit of creativity and resourcefulness among stakeholders.
OBJECTIVES OF THE ASSIGNMENT

The Global Green Growth Institute (GGGI) invites qualified individual consultants to provide conference secretary services for the Government of Tonga during and a 3-day National Development Forum on the 19th-21st March 2025. GGGI will mobilize two (2) individual consultants on a deliverable contract basis.

The consultants will support the facilitation of consultations during the National Development Forum, gathering and recording discussions and perspectives from stakeholders involved in the development of the Tonga Strategic Development Framework III, 2026 – 2036.

This role requires strong interpersonal skills, writing and data collection skills, facilitation expertise, and the ability to synthesize complex information into a cohesive written record. The Consultant is expected to at the very least provide the following outcomes:

  1. Co-ordinate with Organising Committee: Meet With the Organising Committee to confirm agenda and approach.
  2. Document Workshop Outcomes and Stakeholder Feedback: Record detailed outcomes of workshops, including summarize key findings, insights, and action items. Compile meeting minutes (MoMs), presentations, and other documentation. Ensure accuracy and clarity in reporting.
  3. Deliver an Event/Meeting Report: including comprehensive meeting report capturing key points/insight, agreements reached, action items, and any concerns raised.

For this task, the consultant will work with:

  1. The GGGI Green Senior Programme Officer (Tonga)
  2. The Director of National Planning, Prime Minister’s Office, Tonga

Any communication by the Consultant to other external partners must first be approved by both the Director of National Planning and GGGI.

DELIVERABLES AND PAYMENT SCHEDULE

1) Deliverables

The consultant will be responsible for:

  • Documentation for each session on the meeting agenda: Leading and co-leading the documentation of approximately 16-20 sessions during the National Development Forum, as per the NDF agenda, including recording group discussions, peer-to-peer knowledge exchange and presentations. Documentation includes but is not limited to: transcripts, photos, participant attendance lists, presentations etc these should be stored in digital form.
  • Producing a Draft Report: A comprehensive report (in Microsoft Word, up to 10 pages in length for main content, not inclusive of Annexes) containing the following:
    • Executive summary (1 page)
    • Background & context (1 page)
    • Session summaries (5-8 pages)
    • Annexes of data collection tools, list of participants, links to data sources, and other references as needed
  • Producing a Final Report incorporating the feedback provided by Government of Tonga and GGGI within 6 working days from the event.

2) Notes

  • The consultant will report to the NDF Retreat Organizing Committee.
  • All relevant technical papers, reports, analysis, transcripts, and other documents prepared from the start to the end of the assignment shall be attached as an annex to the Final Report. All outputs must be in English.
  • The consultant shall submit the deliverables electronically in Microsoft Word & PowerPoint. Any Microsoft Word PowerPoint outputs must be approved by GGGI to be considered finalized.
  • All of the consultant’s outputs developed and used for this assignment will be transferred to and become the property of the Government of Tonga.

3) Timeline

The retreat is scheduled for 19 – 20th March 2025. The consultant must be available for facilitation delivery on site at the Forum venue from Tuesday 18th – Friday 21st 2025.

The following is the tentative timeline and payment schedule for deliverables. GGGI shall pay the consultant in 30 days upon submission of satisfactory deliverables on or before the due date specified in the deliverable details or any other date as may be agreed in writing by GGGI.

EXPERTISE REQUIRED
  • At least a university degree (certificate or bachelor) in a discipline related to law, English, journalism, economics, business, international development/cooperation, management, organizational culture or human resources;
  • Minimum of 5 years relevant professional experience in one or more of the above-mentioned disciplines.
    • Demonstrated experience in facilitating similar meetings or workshops.
  • Strong analytical and report writing skills, with the ability to communicate complex findings in a clear and concise manner in English.
  • Strong command of Microsoft Word, Excel and Microsoft PowerPoint software.
  • Ability to speak Tongan fluently will be considered an advantage.

1) Documents to be submitted

  • Concise cover letter highlighting relevant experience, daily rate/budget and confirming availability to complete deliverables by the required deadline (maximum 1 page);
  • CV highlighting relevant qualifications and experience;

2) Selection method/process

  • GGGI evaluates applications based on eligibility requirements, relevance of academic study, work experience and the level of interest and motivation to contribute to GGGI’s goals. If your application is shortlisted, you will be asked to participate in a competency-based interview.

3) Timeline

  • Please note that all deliverables must be submitted by 13th March 2025. The consultant must be available to complete the full scope of work by this date.
  • Applications must be submitted by 13th March 2025, 23:59 Korea Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
