The consultant will help UNCTAD in providing the Government of Iraq with a legislative and regulatory mapping of key selected services sectors as identified above.

Duties and Responsibilities
This consultancy work will build on the previous work delivered in this context regarding the compilation and review of the draft initial offer on specific commitments by Iraq for market access in services, in the framework of its WTO accession negotiations.
Under the responsibility of the Project Officer, Trading Systems, Services and Creative Economy Branch (TSCE), International Trade and Commodities Division (DITC), the consultant will undertake a legislative and regulatory mapping for the priority services sector in Iraq, in the context of its WTO accession process. To this end she/he will:
– Compile an inventory of existing laws and regulations governing the following services sectors, and any other measures affecting them: (i) Financial services, (ii) Health related and social services, (iii) Tourism and travel related services, (iv) Recreational, cultural and sporting services, (v) Transport services; and (vi) Other services not included elsewhere;
– Prepare a legislative action plan concerning the said sectors with proposal for amendment and or, abrogation of exiting, or adoption of new laws- regulations and any other measures affecting trade in these sectors.
– Assist in the preparation of a revised draft of the initial offer on services in line with the above-mentioned updated legislative action plan.
Qualifications/special skills
An advanced university degree, Master, in Economics, Business and administration, international trade law or related field is required.
At least 7 years of experience in trade policy, in particular in the area of WTO and trade in services is required.
Experience working in the Arab region is desirable
Knowledge of WTO accession process and negotiations is desirable
Languages
Fluency in written and spoken English and Arabic is required.
