POSITION: Training and Capacity Strengthening Specialist, B-PEMS AugroJatra Climate Change

POSITION SUMMARY:
The Training and Capacity Strengthening Specialist will be responsible for the development, implementation, and supervision of all activities related to training and capacity strengthening of communities, implementing partners, and relevant stakeholders to building climate resilience in selected unions under the B-PEMS AugroJatra Climate Change project.
Working closely with the Senior Technical Lead – Climate Change, s/he will contribute to achieving the project’s protection, partnership, and prevention objectives while assisting the project team and the implementing partners to adopt best practices that empower key stakeholders and communities in a sustainable manner.
ESSENTIAL RESPONSIBILITIES:
Identify capacity strengthening needs of key stakeholders including project participants, through technical coordination and a participatory process;
With the Senior Technical Lead – Climate Change and Policy Advocacy Specialist, collaborate with the relevant ministries, judiciary and law enforcement officials, and other key government stakeholders to identify needed areas of capacity strengthening in the realm of climate change and human trafficking;
Design appropriate tools and approaches to address identified needs of project partners and participants;
Develop a capacity strengthening workplan in collaboration with the project team and partners for selected community groups and local, sub-national, and national level stakeholders;
Ensure quality training and other capacity strengthening activities through proactive planning;
Work closely with the B-PEMS AugroJatra monitoring and evaluation team to collect and analyze routine data on capacity strengthening activities and suggest adjustments in the capacity strengthening workplan and activities;
Lead the process of developing training materials including modules, guidelines, etc. for communities, implementing partners, and selected stakeholders;
Facilitate trainings and/or provide technical support to the project partners, consultants, and other resource persons in facilitating trainings; Work closely with Livelihoods and Skills Development Specialist to implement capacity strengthening activities on climate resilient agriculture and skills development at the community level;
Work closely with the Policy Advocacy Specialist to implement activities on capacity strengthening of national and local level stakeholders; Contribute to the development and dissemination of knowledge products based on routine data analysis and lessons learned; Manage partnerships for training and capacity strengthening; Identify technical capacity gaps within the project team and develop mechanisms to address them;
Support the project team and implementing partners to ensure all capacity strengthening and training activities are socially inclusive and gender responsive; Other responsibilities as assigned.
REQUIREMENT AND QUALIFICATIONS:
Educational: Master’s degree or higher in development studies, economics, human rights, or other social science. Professional: At least five years of professional experience in managing capacity strengthening and training programs;
Demonstrated ability to build capacity and provide technical support to project partners;
Outstanding technical expertise in capacity strengthening including capacity needs assessment, stakeholder mapping, workplan development, tools and modules development, facilitation of training, and impact assessment;
Extensive experience in programming and implementation around effective community engagement specially in the climate vulnerable areas;
Experience in working successfully with government agencies on enhancement of capacity, especially on climate resilience; Experience in working with the Disaster Management Committees and sound knowledge in climate resilience, climate resilient agriculture, and disaster risk reduction is preferred;
Skills: Fluency in Bangla and English; Strong oral and written communication skills; Ability to manage multiple tasks and priorities under pressure, and attention to detail; Strong management, communication, and negotiation skills; Strong interpersonal skills and ability to work with teams in a multicultural environment; Willingness to travel regularly within Bangladesh; and Computer literacy in word processing, spreadsheet, and presentation software (Microsoft).
