Title of Assignment: Training Specialist – Support for IPTIs Program’s projects in the Arab Region

Name of unit/sector: WIPO Academy

Place of Assignment: Remote working (full-time)

Expected duration of assignment: January 15 to July 15, 2024

1. Background and Objective of the assignment

The WIPO Academy Intellectual Property Training Institutions (hereinafter, IPTIs) Program aims at creating and consolidating national/regional self-sustaining training infrastructure and capacities to build IP knowledge and skills on the ground. The current support provided by the IPTI Program benefits a total of 55 countries, including projects for:

• Establishment of new IPTIs (six new projects starting in 2024), through:
(i) training their future trainers;
(ii) setting up a Business Plan;
(iii) supporting the curricula development of future courses to be offered;
(iv) establishing an IPTI Library;
(v) support in the organization of pilot training activities; and,
(vi) building the IPTIs’ digital presence.
• Follow-up cooperation with 18 established IPTIs to address their current capacity-building needs;
• Launching of collective services, resources and initiatives, for the benefit of all IPTIs.
• Capacity-building projects aimed at leveraging IP to support creativity, innovation, and entrepreneurship, including within WIPO’s Build-Back Package.

In this context, the WIPO Academy needs support on the implementation of e-learning projects, instructional design, and curricula development aspects of the abovementioned activities, particularly for projects in Arabic and French-speaking countries.

2. Tasks / services 

The Contractor will, by July 15th, 2024:

(a) Provide pedagogical support for IPTI projects implemented in the Arabic region and other capacity-building projects and activities implemented by the team;

(b) Advise and support external and internal personnel in the design, development and/or updating of instructional designs and Program documents.

(c) Contribute to the development of e-learning resources and identification of resources previously developed under ongoing or completed IPTI Projects, which could be utilized for new projects implemented in the in the Arabic Region;

(d) Assist in the planning, organization for synchronous training activities through WIPO’s accredited video-conferencing platforms, and provide technical and pedagogical  support before, during and after their execution, including but not limited to managing file storage, assisting participants and speakers with advanced conferencing tools such as breakout sessions and polls, among others;

(e) Provide assistance for asynchronous training activities on the LMS IPTIs training spaces, including
(i) creating, maintaining and administrating the LMS IPTIs training spaces.
(ii) creating and updating learning materials and activities.
(iii) send communications to keep participants and speakers informed about the activities to be carried out.
(iv) grading participants.
(v) supporting registration of participants (trainers) and experts into the respective IPTI space;
(vi) liaising with participants (trainers) and experts addressing and resolving any administrative and technical aspect of the training activities, ensuring that learners receive quality on-line assistance;
(vii) ensuring that questions/discussions are properly addressed by the responsible experts;
(viii) reporting any e-mail and/or discussion forum communication outside the context of the training activities;
(ix) receiving training on course administration methodologies and use of Academy’s e-learning platform according and its WIPO IT security standards.

(f) Assist in the regular update of the IPTIs digital spaces’ content in the Arabic region;

(g) Contribute to data collection and statistics processing, as well as record and report attendance and general training results;

(h) Support the Training Officer in other assigned tasks, and perform other duties, as required.

3. Reporting 

The Contractor will be under the supervision of the Counsellor and the Training Officer of the WIPO Academy IPTIs Program.

4. Profile 

The contractor should be a motivated professional, with the following experience, skills, and competencies.

Education

• University degree in a relevant field (Pedagogy, Educational Technology, or a related field).
• A certification in project management or e-learning management is an asset.

Experience

• Minimum of 5 years of relevant work experience in instructional design for digital environments (e-learning).
• Experience in the administration of LMS, preferably Moodle.
• Experience providing support for online events and managing Video-Conferencing tools is desirable.

Languages

• Excellent written and spoken knowledge of English and Arabic
• French is desirable

• Strong organizational and time management skills with the ability to work quickly and accurately (attention to detail) with independence and initiative.
• Problem-solving oriented with high degree of flexibility and creativity, resourceful.

5. Duration of contract and payment

The contract will start on January 15 to July 15, 2023.  Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate). The contract might be renewed upon satisfactory performance and availability of funds, up to a maximum of 24 months.
