TRANSFORM aims to improve the capacities of practitioners in terms of administration, coherence, and coordination of social protection programmes. Below are some key outcomes to gain from this training and consultancy:
• Awareness raised on the importance of building social protection floors by integrating key systems blocks: legal framework, administration, governance, coordination, selection and identification, M&E, MIS, and financing.
• Social protection practitioners and teams develop leadership skills and change management tools to transform social protection systems.
• Relationships and mutual understanding are developed between social protection practitioners.

Duties and Responsibilities
Background:
Consequent to a request for technical assistance submitted by the Yemeni Social Welfare Fund, ESCWA and UNICEF have committed to deliver a TRANSFORM training session in Aden during July 2023. The training session will be given in Arabic.
Under the supervision of the Chief of Social protection Team at ESCWA and, as relevant, in collaboration with UN sister agencies, notably UNCIEF, and the TRANSFORM regional coordinators, the consultant will facilitate, deliver, and report on the application of the TRANSFORM 5-day training package in Yemen for the staff of the Social Welfare Fund and other entities, jointly with two or three other (pre-)accredited TRANSFORM master trainers. Specifically, the consultant will:
1. Jointly with the other TRANSFORM trainers, prepare in detail the application of the 5-day TRANSFORM module.
2. Travel to Aden and implement the 5-day TRANSFORM module.
3. If relevant, assist in the accreditation process of pre-accredited Master Trainers.
4. Jointly with the other TRANSFORM trainers, prepare and submit a report on the outcomes of the training according to the established report template and submit for clearance to ESCWA.
Qualifications/special skills
A Bachelor’s degree degree in a field related to social policy is required.
All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.
A minimum of five years of professional work experience in a field related to social policy is required.
Experience of delivering the TRANSFORM training package is required.
Being an accredited TRANSFORM master trainer is required.
Additional relevant experience relating to social protection or of delivering training is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
For this position, fluency in Arabic is required, knowledge of English is desirable.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
