JOB DETAIL

Mission and objectives

Cabo Verde became the first pilot Joint Office (JO) of the Ex-Com agencies (UNDP, UNICEF, UNFPA and WFP) on 1 January 2006. This was a major step in the UN reform towards the harmonization and simplification of UN activities in small countries. The Joint Office model consists of a single UN office of the participating agencies, led by one representative who equally represents all the participating agencies. The JO has one organizational structure and a single program/common country program encompassing the activities and mandates of all participating agencies, and uses one set of business processes, rules, and regulations under a “support agency”. Since 2010, with the discontinuation of WFP Office in Cabo Verde, following the graduation to a Middle-Income Country in 2008 , the Joint Office is now comprised of three agencies – UNDP, UNFPA and UNICEF.

Context

As a small island developing state, Cabo Verde is highly vulnerable to climate change. Key sectors such as tourism, agriculture and fisheries are directly exposed to economic, environmental and climate shocks, threatening livelihoods and the nation’s development. Globally, children are among the most affected by climate change. With support from UNICEF, Cabo Verde has developed its Climate Landscape Analysis for Children (CLAC). The CLAC offers valuable insights into how children in Cabo Verde may be impacted by climate change. The CLAC draws on insights from government officials, civil society, international partners and current research to present opportunities for strategically integrating child rights in the design and implementation of national policy frameworks and climate action across relevant sectors, such as health, agriculture, social protection, and water, sanitation, and hygiene. The translation of the CLAC will be an essential step in in the implementation of a structured, cross-sectoral approach to children’s rights to access to a clean, healthy, and sustainable environment. Through this assignment, the volunteer will directly contribute to the SDGs on climate change (Goal 13) and violence against children (Goal 16.2), and indirectly to the SDGs on poverty (Goal 1), hunger (Goal 2), health (Goal 3), education (Goal 4), gender equality (Goal 5) and partnerships (Goal 17).
