Org. Setting and Reporting

This position is located in Transport Section within the United Nations Support Office in Somalia (UNSOS) and is based in Mogadishu, Somalia. The Transport Officer reports to the Chief, Transport Section.

Responsibilities

Within delegated authority, the Transport Officer will carry out the following duties:

Fleet Operations Management duties:
• Determines the overall requirements for UN-owned vehicles and associated assets in close
liaison with the Chief Transport Section.
• Develops and implements the Mission Vehicle Acquisition Plan in order to ensure that the mission fleet is optimised to meet the requirements.
• Makes recommendations as for the optimum means of vehicle acquisition, with due consideration to the unique aspects of the mission, which includes the operation of mostly armoured vehicles, and where most vehicles are operated by dispatch drivers.
• Supports the Chief Transport Management in exploring opportunities for deriving efficiencies through the pooling of mission and agency resources, with the aim of addressing possible duplication, reducing vehicle holdings, and offering shared maintenance facilities.
• Ensures that assets are received, issued and disposed according to UN regulations and rules.
• Monitors vehicle utilization through either monthly trip tickets or, in missions so equipped, through the Electronic Vehicle Monitoring System (EVMS). Install EVMS (carlogs) and training other colleagues in the carlog installation.
• Monitors the UN-owned fleet to ensure that vehicles are being efficiently utilised and makes recommendations as to the balance between UN-owned and leased vehicles based on a cost- benefit analysis. Where possible, makes arrangements for the co-operative use of vehicles and equipment with other UN agencies.
• Monitors the overall performance of fleet maintenance, taking into consideration the requirements of individual types based on the age and technical performance of each make/model.
• In close co-operation with the maintenance and supply officers, monitors vehicle maintenance costs and develops the Vehicle Procurement Plan based on the optimum disposal time for mission fleet.
• Compiles periodic reports and documentation regarding fleet status and deployment for onward transmission to UN Headquarters in order to permit budget and operational planning.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Tracks and records fleet disposition at all times in order to analyse and project future needs.
• Liaises with commercial insurers and United Nations insurance specialists to ensure that coverage is adequate.
• Provides technical expertise on safety inspections and drafts reports to the Chief Service Delivery Management on unsafe vehicle operation for onward transmission to the Chief of Mission Support.
• Manage all contracts falls under fleet ops management unit
• Supervise and manage dispatch services across mission area.
• Monitors distribution of non-expendable transport assets.
• Ensures that bi-annual physical inventory of non-expendable transport assets is conducted in accordance with the established procedures and deadlines.
• Ensures that records are maintained for non-expendable transport assets, including records in fleet management databases.
• Prepares Business Object Reports.
• Implements the Vehicle Replacement Policy.
• Ensures that vehicle write-off cases are processed in accordance with the established procedures and deadlines.
• Provides inputs for statistical report on transport fleet utilization and composition.
Somalia Sectors Motor Transport duties:
• Manages a fleet of vehicles within a specific geographic area of responsibility in the mission in accordance with the decisions of the Mission Vehicle Establishment Committee and current Department of Peacekeeping Operations/Department of Filed Support policies and directives.
• Manages timely maintenance of a multi-type vehicle fleet at multiple workshops in separate locations and delivered to clients in a timely manner.
• Ensures that standard quality control procedures are followed in the Transport Maintenance Workshops.
• Ensures the constant availability of vehicles for temporary assignment in support of one-off and emergency tasks as required.

Fleet Vehicle Inventory Unit duties:
• Monitors distribution of non-expendable transport assets.
• Ensures that bi-annual physical inventory of non-expendable transport assets is conducted in accordance with the established procedures and deadlines.
• Ensures that records are maintained for non-expendable transport assets, including records in fleet management databases.
• Prepares Business Object Reports.
• Coordinates the Mission Vehicle Establishment Committee (VEC) meetings.
• Implements the Vehicle Replacement Policy.
• Ensures that vehicle write-off cases are processed in accordance with the established procedures and deadlines.
• Provides technical expertise on Contingent Own Equipment (COE) and safety inspections.
• Provides inputs for statistical report on transport fleet utilization and composition.
• Participates in the technical evaluations of bids received from vendors through the Procurement Section.
• Ensures the constant availability of vehicles for temporary assignment in support of one- off and emergency tasks as directed by a Chief of Unit/Section, Transport.
• Ensures that transportation equipment is returned in good working order on check-out by the outgoing personnel.
• Ensures that monthly trip tickets and Electronic Vehicle Monitoring System (EVMS) statistics of the mission vehicle fleet are processed in accordance with the established.
procedures and guidelines.

Transport Dispatch duties:
• Ensures the routine transportation requirements are identified within the area of responsibility.
• Analyzes transportation requests and supervises route planning and reconnaissance.
• Establishes service timetables and driver rosters.
• Prepares and disseminates information regarding transport services and transport facilities available to customers.
• Ensures maximum utilization and effective use of vehicle and driver resources.
• Ensures that all mission personnel are aware of the services available to them and communicates any changes that occur.
• Ensures the provision of regular shuttle bus services along established routes.
• Ensures the provision of ad-hoc transportation services to meet all requirements including staff and equipment movement for operational duty purposes.
• Provides transportation briefings to incoming personnel at check-in.
• Ensures that the mechanical conditions of all vehicles and daily maintenance of the shuttle buses are performed.
• Ensures that files and documentation related to assigned duties are maintained and prepares reports for supervisors.
• Monitors monthly mileage and fuel consumption reports for UN-owned vehicles and confirms the return of the individually assigned vehicles upon departure of staff from the service.
• Ensures that databases to monitor the Mission personnel in possession of UN driving permits are maintained.
• Ensures that driving test assessments are conducted for UN personnel.

Maintenance Workshop duties:
• Supervises the maintenance and repair of UN-owned vehicles in accordance with the vehicle manufacturer’s standards.
• Conducts vehicle inspections.
• Develops reports to document workshop performance (including personnel matters), vehicle warranties, vendor support and other workshop related activities.
• Ensures that information in the Electronic Vehicle Monitoring System (EVMS) and Fuellog software packages is accurate and up-to-date.
• Supervises the diagnostics activities and analyses reasons for technical faults.
• Supervises product upgrades initiated by a vehicle manufacturer.
• Liaises with the manufacturer representatives for after sales warranty and technical fault claims.
• Identifies requirements for spare parts, hand tools and workshop floor equipment and raises requisitions.
• Supervises international or local vehicle technicians responsible for one or more of the following specialized systems: automotive electrical system including Electronic Vehicle Monitoring System (EVMS); air conditioning systems; suspension systems; braking systems (including ABS systems); body work and painting.
• Supervises the international or local vehicle technicians responsible for one or more of the following specialized areas: diagnostic and fault finding; quality control/assurance; road testing; vehicle recovery.
• Assists with training and coaching of international or local vehicle technicians within his/her expertise.
• Performs other related duties as required.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

A valid national or international driving license is required.

Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable.

Work Experience

At least ten (10) years of progressively responsible experience in motor vehicle transport operations management, general maintenance of fleet or related field is required. The minimum years of relevant experience are reduced to 5 years for candidates who possess a first-level University degree.

Experience in international operations in transport asset’s management, fleet maintenance and/or fleet operations in conflict or post-conflict settings is desirable.

Proven ability and experience in establishing Scope of Work (SOW), technical evaluations for third party contacts is desirable.

A minimum of 3 years of progressively responsible experience in supervising a team is desirable.

Experience in performance management, data management, performance reporting (i.e. Power Business Intelligence (BI)) is desirable.

Experience in Enterprise Resources Planning (ERP) tools (i.e. SAP, UMOJA, etc) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
