Org. Setting and Reporting

This position is located in the Transport Unit of the Life Support and Transport Section, Sourcing Support Service (SSS), Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The incumbent reports to the Chief of Section or delegated official.

Responsibilities

Within limits of delegated authority, the Transport Officer will be responsible for the following duties:

General
• Monitors and administers transportation contracts and Letters of Assist (LOA); represents the Logistics Division at Headquarters Committee on Contracts (HCC) on relevant solicitations and contract matters.
• Assists with the preparation of Letters of Assist, technical specifications, and statements of requirements for the provision of transport operations, ensuring that requirements and specifications are accurate and complete, and complete and obtain funds availability certification.
• Reviews bid responses and conducts operational and technical evaluation and analysis of the bids to ensure that offers meet technical requirements and operational needs; liaises with the Procurement Division and HCC and responds to queries.
• Liaises with commercial insurers and United Nations insurance specialists to ensure that coverage on goods and equipment is adequate.
• Coordinates requisition process with purchasing authorities to ensure that bidding and approval processes meet required timetable.
• Participates in technical field mission visits as required; advises on all matters pertaining to the planning, budgeting, and monitoring of the provision of transportation resources to field missions and other clients.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other duties as assigned.

Surface Transport
• Assists in the development of surface transport administrative, logistics and technical support policy objectives; contributes to the development and implementation of Category Management Strategy for vehicle fleet.
• Participates in planning the use of surface transport to achieve pre-determined outcomes using cost effective and efficient methods to deliver services; provides expert advice on global vehicle fleet management, vehicle tracking matters to the United Nations Headquarters (UNHQ) and client entities.
• Advises on the serviceability of vehicular equipment in use and on the disposal of the unserviceable or beyond economical repair.
• Prepares technical reports, statistics and other documents required for vehicle establishment review and regular and ad hoc reporting requirements related to transport operations; develops and implements industry standard techniques.
• Assists in reviewing and controlling all expenditures from the approved surface transport budgets to ensure that the respective transport requirements are met within allocated funds.
• Assists in reviewing demand plans and monitors the use of global systems contracts for surface transport equipment to provide relevant options and cost-effective solutions to clients.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, engineering, supply chain management or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of five years of progressively responsible experience in vehicle fleet management or related area, with a government, international organization, non-governmental organization (NGO) or large private transport operation is required.

• At least two years of experience in developing and using sourcing solutions, and deploying Vehicle Tracking Systems (VTS) is required.

• Experience in the preparation of technical specifications and statement of requirements for the provision of transport equipment is required.

• Experience in surface transport operations in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds, and programmes), or other similar international organization is required.

• Experience with data analysis and business intelligence reporting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English required. Knowledge of another United Nations official language is desirable.
