Description

Treasury Administrator in the Treasury Section, Finance, Planning and Controlling Department, Directorate of Internal Services.

Reporting to and under the guidance of the Head of the Treasury Section, you will play a leading role in the Agency’s Treasury management and operations.

Duties

Your tasks and responsibilities will include:

  • managing day-to-day banking relationships and Treasury operations;
  • managing and controlling the Agency’s liquidity;
  • establishing short-term cashflow projections in order to ensure liquidity and optimise performance;
  • participating in negotiations with financial partners;
  • monitoring and reporting on the Treasury position;
  • participating in the decisions concerning ESA fund investments;
  • participating in the ESA Treasury governance of ESA treasury;
  • maintaining the risk register for Treasury activities;
  • documenting Treasury procedures, ensuring compliance with ESA Financial Regulations and instructions;
  • ensuring the availability of records and documentation and the general audit-readiness of Treasury-related transactions, including recordings in the Agency’s accounting system, to meet requirements for the correctness, completeness, consistency and transparency of operations;
  • liaising with audit functions as necessary;
  • contributing to the development of treasury tools and ensuring their operational effectiveness.

Education

You should have a master’s degree or equivalent in economics, financial management or a similar discipline.

Additional requirements

Knowledge of FIS Integrity Treasury Management System is an asset.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
