Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. ORGANIZATIONAL CONTEXT AND SCOPE:

IOM is committed to the principle that migrants and society benefit from humane and orderly migration. IOM began operations in Thailand in 1975, assisting with the resettlement of refugees in countries where they could obtain permanent residence. Since that time, IOM activities in the country have significantly expanded in terms of both their geographic scope and target populations.

IOM’s cooperation with the Royal Thai Government (RTG) has expanded to cover all aspects of migration affecting the Kingdom and its neighbours, including labour migration, migration health, counter-trafficking, emergency and post-crisis, institution building, border management, research, and private sector collaboration since the Kingdom of Thailand became a member state in 1986.

In 2023, IOM is the largest UN agency in Thailand, with over 450 personnel, seven offices and eleven mission sites. The northern offices are Mae Sot, Mae Hong Son, Mae Sariang, and Chiang Mai.

Under the overall supervision of the National Resources Management Officer and the direct supervision of the Senior Finance Assistant in Bangkok, Thailand, the incumbent will be responsible for performing all treasury related functions in IOM Thailand Country Office. Particular duties and responsibilities will include:

  1. Assist with the control and monitoring of treasury functions of the mission in accordance with IOM rules and regulations.
  2. Support the monthly preparation of a comprehensive funding request for the mission and coordinate with Manila Treasury Services (MTS) as required.
  3. Perform timely review of the cash position of local accounts to maintain sufficient funds for disbursements.
  4. Coordinate with staff in sub-offices to ensure the payments between offices are made according to schedule.
  5. Assist to prepare and submit Mission Payment Requests (MPR), follow up with MTS on their settlement, monitor vendor accounts for settlement as well as respond to enquiries by MTS.
  6. Perform and record outgoing payments and incoming receipts after ensuring appropriate authorizations, and make sure timely updates are maintained in the system.
  7. Regularly update and maintain the mission’s bank signatory panel to its bank accounts held with financial institutions operated by the Mission.
  8. Assist with opening and / or closing of bank accounts in coordination with Treasury Division (TSY) in HQs.
  9. Act as the office petty cash custodian in Bangkok and maintain FBCJ cash journal.
  10. Ensure that the assigned cash account is kept physically secured and always locked or attended to according to the security arrangements in place.
  11. Process only authorized and properly documented transactions to and from the cash account.
  12. Perform the daily and periodic reconciliation of the cash on hand within cash account to PRISM.
  13. Liaise with banks, vendors and other stakeholders as necessary to ensure smooth operations of cash and bank functions.
  14. Assist the Senior Finance Assistant to address control weaknesses and/or process inefficiencies with regards to treasury functions.
  15. Maintain systematic filing of all accounting records including and supporting documents.
  16. Assist in tracking and clearance of staff’s vendor account including operational advances.
  17. Perform such other duties as may be assigned.

EDUCATION

  • High School diploma with four years of relevant experience; or,
  • Bachelor’s degree in Business Administration, Accounting, Finances, or related fields with two years of relevant professional experience.

EXPERIENCE

  • Proven experience in accounting, treasury, banking, and reporting.
  • Attention to detail, ability to organize paperwork in a methodical way.
  • Discreet, details and client-oriented, patient, with willingness to learn new things.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Sound knowledge of financial rules and regulations.

SKILLS

  • High level of computer literacy including proficiency in MS Packages such as excel, word, PowerPoint and SharePoint, outlook, etc.
  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
  • Functional knowledge of SAP/ORACLE and online banking.
  • Ability to prepare clear and concise reports and to analyze and interpret source information and data.
  • Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints.
  • Excellent communication and negotiation skills.
  • Good analytical and problem-solving skills with creative thinking.

LANGUAGES

  • Fluency in Thai and English is required (oral and written).
