Job Title: Ukraine Crisis Response (UCR) GRANT ACQUISITION MANAGEMENT MANAGER
Location: Chisinau, Moldova
JOB PURPOSE:
World Vision is seeking a humanitarian professional to lead the Grant Acquisition and Management team for its Ukraine Crisis Response (UCR), inclusive of all grants, GIK, and private fundraising in Ukraine, Moldova and Romania. The GAM manager will manage the GAM team (2 direct reports and 5 indirect) located in the three responding countries mentioned. They will provide leadership and guidance across departments in the prepositioning, development, planning, acquisition, management and reporting of World Vision’s portfolio of Ukraine, Moldova and Romania. The role will create, improve, and embed Grant Acquisition and Management systems and processes throughout various response departments to strengthen and strategically direct World Vision’s UCR portfolio.
The GAM Manager will:
1) Provide support across departments in the development, planning, management and monitoring of World Vision through the design documentation, reporting and coordination of the program activities for the response
2) Help to streamline and improve GAM processes across the portfolio and bolster grant writing and compliance capacity building where needed
MAJOR RESPONSIBILITIES:
Lead Grant Acquisition and Management office
- Ensure coordination across departments and across country contexts through streamlined work processes, team meetings, development and updating of GAM business plan.
- Role model GAM business practices and design leadership function
- Facilitate capacity building across the WV Ukraine Response related to donor engagement, strategic project design, compliance, reporting and WV GAM processes.
- Ensure the WV Ukraine Response is compliant with the grant policies, e.g. new staff is informed of and understand the Grant Management Minimum Standards as well those Standards for Sub-grantees.
- Manage, directly and indirectly a team of at least four staff as part of the WV UCR GAM team
- Convene GAM team meetings, staff capacity building assessments and support identification of training or staff development opportunities within and outside WV (e.g. ECHO trainings, RDMT, Proposal Pro, G2G, grant solutions)
Grant Acquisition and Management
- Support the office in maintaining donor engagement by developing and maintaining effective relationships with donors and support offices to establish partnerships, and market Ukraine response and seek additional funding opportunities
- Provide function support and leadership in strategy formulation, implementation plan, execution and grant management to ensure alignment with the WV Ukraine Response Strategy
- Develop, revisit, and adhere to the donor engagement strategy for greater grant stability and growth
- Monitor the WV Ukraine Response portfolio progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to (through the Grant Health Tracker)
- Support strategy development in each of the countries by identifying fundraising opportunities and updating fundraising plans.
- In close cooperation with the PD and support functions, lead on the Go No Go for all grants as per WVI policy and ensure timely approval is received by the Response Director and the RO.
- In close cooperation with the PD and in alignment with the Response Strategy, plan and monitor grant acquisition targets vs achievements, match needs and PNS income. Collaborate with the SO, Ro-RDU and GC DMT for strategic donor positioning, sourcing technical support/reviews as well as during GNG reviews.
- Lead /supervise complex grant proposal designs with the use of planning charts and milestones. Lead and coordinate design workshops with GAM, Ops, Tech Experts, Finance and SO staff.
- Support POs and SPOs to lead on start-up workshops (virtual and F2F) in cooperation with the SO and respective UCR support functions and Ops, to ensure that Partners/sub-grantees, and grant management staff is fully aware of donor regulations, compliance, reporting, legal requests, has a full understanding of the grant governance structure and access to all key project documents.
- Ensure the grant close out phase is planned in advance, and the grant manager support functions are timely responsive to the donors/SOs requests for final reporting, data tracking, audits, final reviews and internal approvals before sending to donors.
- Ensure grant agreements with donors and MoUs with SOs are reviewed, understood and followed.
- Map donors in accordance to strategic directions, and closely collaborate with Support Offices for early positioning with institutional government donors and coordinate with the WV’s 3UN team, and WV’s EUREP office.
Grant Management and Reporting
- Ensure overall grant quality and grant compliance coordination across departments through streamlined work processes, and ensure WV is compliant with the grant policies
- Monitor program’s progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.
- Support programs and operations staff to monitor the allocation of resources in the most efficient and cost effective way while aiming for the highest quality of implementation
- Support, plan and facilitate grant reporting to meet donors and WVI highest standards.
- Support on monthly, annual and end-of-project narrative reports, newsletters, situational reports and other reports as necessary in collaboration with the other departments, including internal and external reports.
- In close cooperation with Ops and Finance; facilitate regular GHT reviews (monthly snapshot review while quarterly a deep dive) and communicate risks and opportunities to UCR leadership. Follow-up agreed actions especially on timely donor/SO communication and approvals.
Quality Assurance, Accountability and Information Management
- Streamline programs processes to ensure timely and quality preparation of grant proposals, donor reports and other reporting requirements.
- Ensure that UCR GAM systems and processes are adapted streamlined across the portfolio, this includes using adequate tracking tools to support effective grant compliance and positive audit results, and that the grant team and field office staff understands this system and follows it accordingly.
- Ensure alignment with WV’s established external engagement, GAM, partnering steps, and response strategies.
- Incorporation of internal and international humanitarian standards (Sphere, HAP, etc.) into all project designs and implementation.
- In close cooperation with Finance team, ensure WVIs Information Management database “Horizon” is updated for each submitted proposal as well as for all awarded projects
Representation
- Develop and maintain strong relationships and information sharing with funding office representatives.
- Ensure WV has strong relationships with locally based donors. Ensure this representation is tracked and recorded.
- Coordinate GAM news and lessons learned with the regional office.
- Develop the GAM Business plan in close cooperation with SOs, but also with the Response Comms lead to leverage and support each other to jointly position WVI as a partner of choice.
Other tasks
This can include but is not limited to:
- Support of other UCR portfolios within the overall GAM team
- Representation in cluster and working group meetings
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- Management experience, preferable in management of remote teams
- Five years’ experience in humanitarian grant acquisition and management, including in humanitarian and fragile contexts and including high-value bilateral donors
- Proven track record for multi-sector grant management.
- Experience coordination and consortium with INGOs and other key stakeholders
- Strong experience in donor prepositioning and engagement
- Experience using measurement and internal accountability systems effectively
- Understands work from a process point of view and uses measurement and accountability systems effectively.
- Excellent time-management and prioritization.
- Demonstrates openness and transparency.
- Previous experience in WV or other comparable INGO
Required Education, training, license, registration, and certification
- Must have a degree or equivalent in relevant fields of study such as International Development, Political Relations, Economics, Sociology, or other related field.
- Knowledge of proposal and budget requirements and regulations of major donors including the OFDA, ECHO, FCDO, UN agencies, German government
- Familiarity with humanitarian codes, minimum standards, principles and practice.
- Ability to work with a reasonably level of comfort in high tension and high security risk situations.
- Ability to maintain performance expectations in diverse cultural contexts and psychologically stressful environments.
Preferred Knowledge, and Qualifications
- HEAT certification
- Ability to facilitate the creation of cross-functional project teams and the development of strategies.
- High degree of negotiation and persuasion skills.
- Excellent time-management and prioritization.
