SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and more than 4 500 000 Ukrainians have taken refuge in neighboring countries. About 6 500 000 are internally displaced, mostly in the Western part of the country. In the East, impacts of the conflict are felt and humanitarian operations support people remaining on the frontlines.

SI strategy is to support the population in transit, the IDPs where they are settling and the population on the frontline directly affected by the ongoing conflict through a multisectoral approach including WaSH, Shelter, NFI, Food Security, and Multi-Sectoral Cash activities.

Mission: size, bases, budget, number of expatriates and national staff:

The coordination in Kyiv was the last base opened in the country around September-October 2022. Prior to that SI opened and developed activities in Lviv, Uman, Odesa, Mykholaiv, Dnipro, Donetsk, and Kharkiv. From November 2022 SI also opened activities in Kherson. The mission is also supervising and supporting projects in Moldova with a base in Chisinau working for Ukrainian refugees and host communities.

The budget projected was approximately 30 million for 2022-2023 (from the start to mid-2023). SI expects to support the Ukrainian population in both countries for an expected amount of 24M EUR.

The setup of the mission is the following:

  • One coordination based in Kyiv
  • One operational base in Lviv Oblast and sub-base in Uman Raion (Cherkasky Oblast) focusing on IDPs response
  • One operational base in Mykolaiv with a sub-base in Odesa focusing on humanitarian aid delivery to populations in need in Mykolaivska, Khersonska and Odeska Oblasts.
  • One operational base in Dnipro
  • One operational base in Kharkiv
  • One operational base in Chisinau (Moldova) focusing on refugee response.

Key current donors include BHA, ECHO, UNICEF, UHF, and CDCS.

The mission is evolving and currently counts around 40 expatriates and 130 national employees.

About the job

General objectives:

Under the Supervision of the FC The Deputy Field Coordinator for Programs (DFC Programs) will manage and support the Project Managers for the implementation of activities in his/her area of assignment. The DFC Programs will ensure the relevance, quality and timeliness of the activities implemented, in line with Ukraine country strategy SI guidelines and donor requirement. The DFC Programs participates to de design of SI strategy in his/her area and proposes new interventions or adaptation of ongoing activities in line with the strategy and the evolution of the humanitarian situation in the area. The DFC Programs represents to partners in the frame of the activities under his / her responsibilities and will be requested to back up the FC, taking over security management and representation tasks, during FC absence.

Main Tasks and specifics challenges:

Strategy

  • The DFC Programs develops a program strategy consistent with SI policy and population’s needs, in close coordination with the Field Coordinator and design an action plan to for implementing the strategy. The DFC Programs contributes to the drafting of new project proposals in close collaboration with the Program managers, the Field Coordinator and Technical Coordinators.

Coordination and programs monitoring

  • In coordination with the Deputy Country Director for Programs, the DFC Programs ensures that all programs are implemented in compliance with the country strategy, relevant to the population’s needs and in line with SI strategy as well as donor requirement
  • The DFC Programs ensures that project management, monitoring and evaluation tools are further developed and used correctly. The DFC Programs ensures that quality criteria and indicators are monitored and lead to decision making. He / she Conducts regular field visits on program sites.
  • The DFC Programs develops collaboration with local partners, follow-up and coordinate their activities, and define need of capacity building hen needed.

Reporting / communication / representation

  • The DFC Programs Leads the construction and writing of new project proposals / amendments in close collaboration with the with the Deputy Country Director for Programs and the Grant Manager.
  • The DFC Programs Consolidates internal reports and monitoring tools
  • The DFC Programs Ensures a clear understanding of donors’ requirements regarding reports and is responsible for the preparation of donors reports, with the support from the DCD and Grant Manager.

Team management

  • The DFC Programs Organizes and coordinate the activities of the different projects team in his area and evaluate their performance; he / she Develops the capacity of the Program Managers and program teams, deepen understanding of their roles and responsibility and institutional knowledge. THE DFC Programs Set up training sessions according to operational requirements
  • In coordination with FC, the DFC suggests adaptations in the team size and/or team responsibilities, according to the evolution of the operations

Institutional knowledge building

  • The DFC Programs Lists and summarize SI and other actors’ intervention methodologies, approaches and experience, update and disseminate procedures, guides and tools, in particular program implementation, monitoring and evaluation tools

Your profile

Education:

Generalist program background, Political science, or related field

Experience:

  • At least 2 years of experience as PM, DFC or similar position for an international NGO
  • Experience in context analysis and Security management
  • Previous experience with SI would be likeable
  • Previous experience in unstable environment (conflict / post conflict country)
  • Experience in intervening on emergency context and managing multisectorial response, including WASH technical response and CBI
  • Experience of team management
  • Experience in Coordinating with other multi-type actors (INGO, consortium, partnership with local actors’ liaison with strong local authorities)
  • Previous experience in Ukraine would be an asset

Technical skills and knowledge:

  • Training and capacity building skills
  • Coordination, and diplomatic skills
  • MS office.
  • Good analytical skills, ability to adapt
  • Good communication and diplomatic skill
  • Good organization skills.
  • Capacity to work under pressure in a tense security environment.

Languages:

  • English is mandatory
  • Knowledge of Ukrainian / Russian would be a strong asset.

SI will offer you

A salaried position:
According to experience, starting from 2475€ gross per month (2250€ base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Living conditions are comfortable in Ukraine, with possible access to all essential goods and services. Again, the context remains volatile and will require frequent adaptation and changes.
