Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain,
Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is located in the United Nations Global Service Centre (UNGSC) Brindisi, Italy at the Office of the Standing Police Capacity (SPC) of the Police Division in the Office of Rule of Law and Security Institutions, Department of Peace Operations. The incumbent reports directly to the Senior UN Police Advisor Team Leader P-5 or his/her designated.

The SPC deploys to field missions at short notice for longer or shorter periods.

The SPC is a UN Police mechanism for starting up police components in new UN peace operations as well as existing operations on a continual basis. Additional information available in https://police.un.org/en

Responsibilities

Within delegated authority, the UN Police Training Officer will be responsible for the following duties:
• The incumbent provides advice and assistance on law enforcement training initiatives within the context of the field assignments of the SPC.
• Focuses on supporting the development of police academies and other law enforcement training facilities by researching and designing focused and time-limited training initiatives through the use of appropriate Training Needs Analyses (TNAs) and modern adult education models, as required.
• Devises specialized training actions of targeted middle and senior management law enforcement officials in order to maximize their learning and improve their job performance.
• The incumbent provides a wide range of expert advisory and assistance activities on law enforcement reform matters relevant to supporting new and existing police components in UN peace operation.
• The incumbent reviews law enforcement training curricula and programs and designs training courses and other initiatives that the SPC are expected to support once deployed to a UN peace operation.
• Undertakes comparative assessments of contemporary training needs in UN peace operations in the rule of law field as well as identifying and codifying best training practices and the respective terms of reference for the assignments that it is given.
• The incumbent isolates the educational and technical updates required by national law enforcement leaders and managers and designs and supports implementation of relevant corrective and supplementary training initiatives in co-operation with national and international partners, including measures to improve overall law enforcement recruitment and vetting procedures.
• The incumbent pays attention to facilitating donor engagement in pursuit of increasing financial support to law enforcement training matters.
• The incumbent provides expert advice and assistance on traditional and modern police training theories and practices, including general and strategic management, human resources, finance and skills development.
• Based on lesson learned and gained expertise, the incumbent identifies and promotes police training best practices, particularly those related to capacity and institution-building.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

Advanced university degree (Master’s degree or equivalent) in the applied sciences, social sciences or relevant field is required. A first level university degree with a combination of two (02) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Graduation from a certified police academy or other law enforcement training institution is required.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven years of active law enforcement experience in a national law enforcement agency at the strategic, operational and administrative levels including three years of specific experience in law enforcement training, both policy-making and implementation is required.

Experience in the use of modern internet-based research methodologies and sources is required.

Experience working with the United Nations or similar International Organization is required.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
