The UNDP Junior Professional Officer (JPO) Programme

The UNDP (United Nations Development Programme) JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system.

During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP’s programs within UNDP’s headquarters, regional or country offices. Additionally, the JPO will undergo a journey of exposure and growth which will build both personal and professional capacity for a career within the multilateral development sector.

As a JPO and young professional in UNDP you should be interested in pursuing a global career with aspiration to work for a field-based organization in support of the development agenda. The JPO will work as part of a team and be supervised by an experienced UNDP staff member, including:

  • Structured guidance and feedback, especially in the beginning of the assignment, with the purpose of gradually increasing of responsibilities;
  • Establishment of a work plan, with clear key results;
  • Guidance and advice in relation to learning and training opportunities within the field of expertise;
  • Completion of the yearly UNDP Annual Performance Review (APR) including learning and development objectives.

The JPO will benefit from the following learning and development opportunities:

Duties and Responsibilities

The Management Analyst will support operations, risk management and ERP activities related to the design, realization, testing, system integration and roll-out of Quantum.

The Management Analyst’s responsibilities will cover the following broad functional areas:

1.Ensure effective and efficient Operational support and risk management:

  • Lead the discussion with UNDP on various reimbursable services and verify all related costs billed;
  • Identify gaps in operational oversight (Finance, Procurement and HR) and develop automated reports to help mitigate the risk;
  • Identify gaps in Internal control and implement changes to help mitigate the risk;
  • Serve as focal point for monitoring Delegation of Authority (DoA);
  • Assist and follow up on audit recommendation implementation;
  • Assist in implementing UNCDF risk mitigation strategy related to Operations (Finance, Procurement and HR).

2.Coordinate and assist in effective operations management:

  • Serve as focal point between regional operations focal point and HQ units to resolve problems identified to ensure smooth operations at field offices;
  • Serve as focal point for Executive Board paper preparation;
  • Assist in audit coordination and budget allocation process (both management and programme);
  • Assist in financial & accounting management and year-end closure and financial statement preparation;
  • Assist in revenue contract management and procurement management;
  • Assist in travel management and HR management;
  • Any other tasks.
3.Serve as focal point to support Quantum (cloud-based ERP) stabilization and development:
  • Liaise with various units and counterparts to follow up on post go-live implementation planned activities;
  • Identify functionality gaps for all tracks, propose changes to business process and/or assist in updating relevant UNCDF policies and procedures to mitigate them;
  • Develop change management plan and regular communication to update user communities;
  • Arrange related user training and develop Standard Operations Procedures (SOP) to support the user communities;
  • Identify critical user and management reports required in Quantum, and assist in the configuration and migration of those reports;
  • Identity risk areas, propose and implement measures to mitigate the risk.
4.Serve as focal point to support case management system – UNall implementation:
  • Liaise with various units and counterparts to follow up on implementation planned activities;
  • Coordinate and plan for required integration with new ERP on travel and recruitment;
  • Identify functionality scopes, develop business process and specifications for services within scope;
  • Validate system configuration and launch the platform;
  • Provide user training and develop Standard Operations Procedures (SOP) to support the user communities.

Education and work experience

  • Master’s Degree or equivalent in Business Administration, Finance/Accounting or a relevant discipline with a minimum of two years of paid working experience in Oracle cloud ERP systems is required.
  • Professional Accounting Qualification in lieu of a Master’s Degree could be considered.
  • or Bachelor’s Degree and 4 years of relevant work experience will be considered
  • Experience with UNCDF/UNDP/UN financial information systems, policies and practices will be an added advantage.
  • Professional accounting qualification will be an added advantage.

Languages (required): Fluency in Korean and English. Applicants should submit a certificate to prove a minimum of (1) TOEFL iBT 100 or (2) TEPS 430 or (3) IELTS 7 or (4) TOEIC 900 * Note: TOEFL ‘MyBest Scores’ are not accepted, and test scores are valid for 2 years after the test date.

Age Requirement: Not older than 32 years of age as of 31 December, 2023 (born after 1 January, 1991). The maximum age limit for those who served in the military will be extended accordingly:

  1. One year will be extended for those who served for less than one year;
  2. Two years will be extended for those who served for more than one year and less than two years;
  3. Three years will be extended for those who served for two years or more.

Military service: Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.
