Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA’s nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:

•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments, facilitating nuclear security working and advisory groups, and providing Divisional communications and outreach support. The Section assists in human resource development in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Division’s education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).

The Education and Training Development Unit is responsible for coordinating education and training activities of NSNS through development of strategy and implementation of NSNS’ capacity building programmes in the area of nuclear security, including coordination of internal and external NSNS training and education programme development, oversight of the revision of the programme, analysis of lessons learned and dissemination of good practices, and development of innovative means of training delivery including new teaching techniques such as e-learning.. The Unit is also responsible for coordinating two collaborative networks, the International Nuclear Security Education Network (INSEN) and Nuclear Security Support Centres (NSSCs) network. It also provides for overall operation and coordinates planning and implementation of activities at the IAEA Nuclear Security Training and Demonstration Centre (NSTDC).

 

Main Purpose

Under the supervision and guidance of the Section Head PDIC, the Unit Head (Education and Training Development) is responsible for the coordination of the design and delivery of programme activities aimed at sustained education and training in nuclear security within the IAEA’s nuclear security programme. This includes coordination of NSNS Divisional education and training activities and provision of assistance to States in the planning and implementation of nuclear security education, training and human resource development programmes. The Unit Head leads in strategy development and programme planning for, and provides guidance on, education and training activities (and the interface between them), assists in identifying the training needs of States and coordinates activities required for the design, development, implementation and evaluation of nuclear security training provided by NSNS. The Unit Head manages the team and works with nuclear security officers to prioritize, implement and monitor the Unit’s activities based on needs identified by States, including within Integrated Nuclear Security Sustainability Plans (INSSPs) and other relevant sources of information, and coordinate obtaining the relevant inputs from the other Units within the Section and Division.

The Unit Head will also manage relevant technical inputs of the Unit for definition, planning and evaluation of separate projects and tasks related to the nuclear security education and training, as well as identify the means for carrying out these projects and tasks. The Unit Head is also responsible for development and review of relevant nuclear security guidance and other technical documents, training materials and reports, and for conduct of advisory services, expert missions and training events related to nuclear security response. Further, he/she will coordinate provision of comprehensive technical input into the development and implementation of the States INSSPs and associated projects. The Unit Head is also responsible for planning and implementing of the overall management of the Nuclear Security Training and Demonstration Centre (NSTDC) at the Agency’s Laboratories in Seibersdorf.

Role

Reporting to the Section Head PDIC, the Unit Head (Education and Training Development) Is: (1) a coordinator, managing planning, design and delivery of programme activities related to the Unit’s work, including nuclear security education and training methodologies and innovative delivery mechanisms, facilitation of activities of and support to the relevant networks and operation of the NSTDC; (2) a team leader, managing the Unit’s team in accordance with relevant Agency’s policies and procedures; (3) a technical expert identifying gaps and supporting the development of appropriate international guidance on nuclear security education and training, and providing technical inputs to development and implementation of INSSPs; (4) a technical officer for the relevant projects of particular technical complexity; and (5) a scientific secretary, developing nuclear security series documents, as well as other technical documents and training materials on the matters of nuclear security education and training.

  • Oversee the development of nuclear security education and training guidance, including in the IAEA Nuclear Security Series, and facilitate its acceptance by States.
  • Assist in designing and delivering nuclear security education and training projects within INSSPs, while coordinating, supervising, and monitoring implementation.
  • Analyse the input from INSSPs for the structured planning of future projects for nuclear security education and training and to develop annual work plans and identify funding needs.
  • Design and develop the NSNS nuclear security training program based on Member States’ needs and oversee updates to align with Nuclear Security Guidance documents.
  • Contribute in capacity building, including conducting training, workshops, exercises and seminars related to nuclear security education and training.
    Provide guidance and support to senior managers and staff on NSNS education and training programs, covering planning, implementation, and reporting, while promoting efficient resource use.
  • Develop methods to evaluate training effectiveness and outcomes by collecting feedback and data on nuclear security training programs.
    Manage operations of the Nuclear Security Training and Demonstration Centre at the Agency’s Laboratories in Seibersdorf.
  • Contribute to the continued high standing and recognition of the IAEA in representing the IAEA at national and international meetings as required; establish and maintain contacts with relevant international organizations, initiatives, committees and scientific societies.
  • Plan, organize, manage and evaluate the work of the team, continuously reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA’s quality management and results-based programming approach.

Qualifications, Experience and Language skills

Master’s Degree – Advanced degree in nuclear science, nuclear engineering or other relevant field, including adult learning or education.

Bachelor’s Degree – University degree in nuclear science, nuclear engineering or other relevant field, including adult learning or education, with two additional years of relevant experience may be considered in lieu of an advanced university degree.

Minimum seven years in management of training programmes and/or comprehensive training development projects in nuclear security, including minimum of three years of managerial experience and experience at the operational level.
Proven national experience in nuclear security and experience in working with national and international organizations or institutes.
Experience in leading small teams of technical staff.
Experience in implementing a systematic approach to training and in human resource, education and training needs analysis and evaluation of training effectiveness in the nuclear field.
Experience in fulfilling instructor, trainer, or facilitator functions in the area of nuclear security.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84672 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33869*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
