RTI’s Sustainable Growth & Resilience (SG&R) technical unit within the International Development Group brings together RTI experts and capabilities across food security, agriculture, energy, environment, water, governance, and economic opportunity. SG&R will leverage RTI’s experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world. SG&R’s Global Agriculture, Water, and Environment division is working to mitigate and address the impacts of climate change and build resilience in impacted communities through policy and governance support, capacity building for local actors, and support for responding to natural and human-caused disasters. Project Description USAID/Jordan is contemplating a potential activity focused on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity may improve data-driven policy-making, planning, and budgeting and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work. Position Description RTI is seeking an Urban Governance Lead for the anticipated Amman Urban Resilience Activity (URA). The Urban Governance Lead will be responsible for leading the design and implementation of activities under Outcome 1: Improve data-driven policy-making and planning, and promote behavior change for urban resilience and decarbonization. The Urban Governance Lead will be based in Amman, Jordan and report to the Deputy Chief of Party upon award. Position is contingent upon award and funding. Responsibilities Reporting to the DCOP Technical, oversees design and implementation of activities, under Outcome 1 to achieve results and impact. Ensures timely achievement of activities, under outcome 1, in adherence to the approved project work plan and budget. Coordinates with the Senior Management Team to mobilize STTA and to scale programming. Ensures cross-cutting issues such as gender, youth, social inclusion, and climate-sensitive approaches are effectively integrated into Outcome 1 activities. Serves as a member of the SMT to coordinate with other team leads to identify resource needs and design, monitor, and adapt activities. Contributes to the development of annual and quarterly work plans, technical reports, and other deliverables in line with USAID guidelines to achieve Activity objectives. Build strong relationships with relevant stakeholders. Mentor, guide, and supervise staff. Qualifications Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience, or an equivalent combination of education and experience. At least 8 years’ experience working on municipal governance in Jordan. Strong familiarity with urban policy and regulatory landscape. Experience working with behavior change strategies to promote urban resilience and decarbonization. Proven experience working effectively with multiple stakeholders including USAID, host government officials, multilateral and donor organizations, and local implementing partners. Demonstrated experience managing diverse, high-performing teams on donor funded programs. Verbal and written fluency in English required. Ability to travel and work throughout Jordan
