In February 2023, GGGI signed a grant agreement with Agence Française de Développement (AFD) to implement the “Support for the realization of a pilot strategic environmental assessment (SEA)” projectin Uzbekistan. The project seeks to identify a sector policy/program at the right stage of development to be the subject of an SEA, implement the pilot SEA, and conduct stocktaking of lessons learned during the pilot to enable mainstreaming of SEA approaches in policy planning. GGGI is responsible for laying the groundwork for the SEA, which will be conducted by a specialist environmental consultancy to be identified by AFD.
OBJECTIVES OF THE ASSIGNMENT
GGGI seeks to recruit an individual consultant who will collect and analyze relevant data and coordinate project activities. The consultant will ensure the collection, analysis and management of the relevant data sources required for the implementation of the pilot project with a focus on specific steps and a time schedule to implement activities and a stakeholder engagement plan.
Responsibilities include elaborating project processes, developing an action plan, engaging with relevant government stakeholders and identifying their responsibilities in the project, collection and analysis of data for the SEA scoping study to support preparation of a TOR for the implementation of the pilot SEA. During the SEA phase, s/he will support government stakeholders to oversee and provide quality assurance in implementation of the specialist environmental consultancy, and will support drafting of regulatory SEA guidance and quality control materials. To this end, GGGI seeks a qualified consultant able to support these and other activities toward the successful delivery of the project in 2024.
The consultant will work under the overall guidance of the Country Representative (CR) of GGGI Uzbekistan, or delegated supervisor, and in close consultation with the Project Manager (PM).
ENGAGEMENT
- Conduct quantitative and qualitative data gathering, synthesis & analysis to develop a scoping study for pilot SEA;
- Conduct stakeholder mapping and management; and
- Coordinate the organization and lead implementation of consultations and workshops;
- Coordinate the organization of and lead implementation of capacity building and awareness raising activities;
- Support the project manager by assisting in implementing related activities and preparing documents and reports;
- Liaise with stakeholders, including line ministries and local government authorities, to gather information, implement workshops and meetings and collect relevant documents for the preparation of scoping study for, effective implementation of, and consolidation of lessons learned from the implementation of the pilot SEA.
- Contribute to the effective implementation of the GGGI Uzbekistan Country Program as needed.
More specifically, s/he will
- Provide technical inputs to the development of an appropriate data collection methodology;
- Conduct the collection of data needed to inform key indicators to enable the pilot SEA; producing an overview of the selected sector program/policy to be the target of the pilot SEA; and analysis to feed into the scoping study for pilot strategic environmental assessment;
- Conduct comprehensive stakeholder mapping and successfully deliver stakeholder engagement plans in consultation with the PM;
- Maintain updated workplan, and monitor implementation of project plans, schedules, budgets, and expenditures;
- Deliver reports regarding all stakeholder consultations conducted; and monthly/quarterly reports on progress;
- Ensure deadlines for all reporting requirements are met and that tasks are followed up on in a timely manner;
- Support the Project Manager, and the Administrative Associate as needed in overall project implementation and reporting.
MINIMUM QUALIFICATIONS
- A Master’s degree in social sciences, law, statistics, business administration, economics, or similar;
- Minimum 5 years of relevant experience in data collection / analysis / management, planning and coordination, social policy analysis in the areas related to climate change and sustainable development;
- Technical expertise regarding data models, database design development, data mining and segmentation techniques.
- Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS, STATA etc.) is a plus.
- Previous experience in stakeholders’ engagement with government agencies is a plus.
- Previous experience in data and knowledge sharing is a plus.
- Experience coordinating functions and events (workshops, meetings, etc.) is required.
- Excellent knowledgeable and skills in Microsoft tools and applications is required.
- Excellent written and spoken English, Uzbek and Russian is required.
