The consultant will be responsible for supporting GGGI’s Senior Transport Officer and GGGI Vanuatu staff in conducting desktop research, data collection, and the preparation of background research and reports in Vanuatu. The core elements of this consultancy will be to lead and support in conducting the following analysis, baseline scenario, stakeholder engagement, and gender equality, which will be further outlined below. As the deliverables feed into the project preparation conducted in parallel, the consultant is required to be a strong communicator.

GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Investment and Policy Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.
Vanuatu is an archipelago nation with most of its population living in rural areas spread across many islands. The capital city, Port-Vila, located on Efate Island, is the most populated. Vanuatu’s main source of greenhouse gas (GHG) emissions is carbon dioxide, primarily from burning fossil fuels for electricity and transportation. In recent years, the energy sector and the transport sector have been significant contributors to these emissions. Notably, emissions from transportation have grown considerably over a decade. Most of the fuel consumption in the transport sector is due to land transportation, which also accounts for a significant portion of the country’s imported petroleum products.
UNEP and GGGI work towards supporting the countries in the Pacific in supporting the introduction and upscaling of EV technology, along with enhancing non-motorized transport modes. UNEP through GGGI is providing support to Vanuatu to develop the CEO Endorsement Document to access the GEF8 set aside funds under the Global Environment Facility (GEF) for a child project under the Global E-Mobility Program.
In coordinating with Vanuatu and assisting in preparing CEO Document, GGGI is recruiting a consultant to support in information and data collection and ensure accuracy and will feed into the final CEO Document.
The consultant will be responsible for supporting GGGI’s Senior Transport Officer and GGGI Vanuatu staff in conducting desktop research, data collection, and the preparation of background research and reports in Vanuatu. The core elements of this consultancy will be to lead and support in conducting the following analysis, baseline scenario, stakeholder engagement, and gender equality, which will be further outlined below. As the deliverables feed into the project preparation conducted in parallel, the consultant is required to be a strong communicator.
Deliverable 1: Baseline Analysis report including the following elements and a PowerPoint slide deck with the key information/insights: The baseline provides a context to the project design, and thus all elements corresponding to the project activities will be covered. This will cover all background information on policies, related regulations, strategies, and planning documents related to sustainable transport and low emissions transport options. This will include the description of institutional arrangements to manage the planning and implementation of sustainable transport technologies. This will cover the mandate of the various government agencies, which will also help define the roles in project implementation. Also, all the key ministries and their mandates related to E-mobility will be mapped out, and their mandates and functions. Existing coordination formal or information, if any, on sustainable mobility/E-mobility will be assessed.
Desk review will cover all the projects that are being implemented by the government or other organizations on scale-up of EV/Sustainable transport/Zero emission mobility.
The baseline will also include a short description of the GHG emissions from the transport sector and increase in emissions in the BAU scenario. Associated other environmental impacts such as air pollution, energy costs etc. will be summarized for the transport sector.
The baseline analysis will also identify what are the causes and reasons for slow change in the sector to adopt low carbon/EM technologies and implementing various strategies and plans by the government. This will be built on the description in the Project Concept Note and detail further. This forms the basis for developing the project activities. The root causes will be undertaken based on desk review and interaction with key stakeholders. This analysis will help develop the Problem Tree. The developed PT forms the part of the baseline for identifying strategy interventions to remove the barriers.
Deliverable 2: A stakeholder analysis report and a PowerPoint slide deck with the key information/insights: Building on the initial identification of stakeholders in the Project Concept Note, an analysis of project stakeholders will be undertaken. This analysis will provide the foundation for the development of the full proposal document and facilitate the prioritization of engagement activities with stakeholder groups and individuals. The analysis report should include a) a comprehensive stakeholder map and analysis including interests/incentives to act and direct and indirect influence on the project and b) supporting the GGGI team for stakeholder consultations and the preparation of a stakeholder consultation report by attending the consultation meetings and preparation of meeting notes and a draft report.
Deliverable 3: Information package on gender in Vanuatu, including at a minimum:
i. A literature review of gender issues in Vanuatu and transport (accessibility, affordability, safety etc.) in the Vanuatu context. Mapping out the different needs, roles, benefits, impacts, risks, and differential access to and control over resources of women and men (including considerations of intersecting categories of identity such as age, social status, ethnicity, marital status, etc.).
ii. Data sets of gender segregated transport data such as vehicle ownership, transport patterns, issuance of driver’s licenses, traffic accident fatalities/injured person, etc.
iii. Meeting notes on discussions of the topic with at least 2 local gender experts
iv. Create a long list of potential measures that the project can undertake to address challenges and barriers and promote gender equality and women’s empowerment within the project context.
v. A PowerPoint slide deck with the key information and insights
4. Development of the Institutional arrangement design for execution of project, the project work plan and budget estimates
Deliverable 4: Institutional Arrangement Design: Execution arrangements will be assessed in consultation with and under the guidance of the Ministry. An assessment and the selection of the executing agency with capacity to execute the project will be carried out. Execution arrangements will be discussed and agreed early in the PPG phase:
In addition, the consultant will develop a work plan and budget estimates for the project.
Deliverable 5: Validation Workshop Report and Preparation of first draft of the GEF CEO Endorsement Document and Annexes.
The consultant will facilitate the organization of a validation workshop, such as needed (including arranging a venue, catering, audio, and projection system, preparing attendance lists etc.) and will support the workshop logistics on the ground. The consultant will take notes and prepare a workshop report.
In addition, the consultant will support the team in the preparation of the CEO Endorsement Document and Annexes.

The individual responsible needs a blend of administrative skills to manage the process and technical skills, knowledge, experience, and abilities to analyze emissions data, interpret trends, and effectively written communication to communicate the findings and associated impacts. The ability to work collaboratively, conduct thorough research, and present information in a comprehensible manner is crucial.
