Position brief
IFPRI is looking for a highly experienced individual or firm to develop a single high-quality video to be disseminated among women job card holders in the MGNREGA program in Odisha.
Background
The content of the video will include on-site semi-structured interviews with eight women from four districts in Odisha: Mayurbhanj, Kalahandi, Bolangir and Rayagada. The interviews will ask women about their experiences navigating the processes involved in demanding an MGNREGA asset, highlighting success stories whereby women have persuaded communities and local elites to make investments in assets they prefer, as well as how those women overcame gender norms or obstacles to them exercising voice and agency to achieve this. We expect a narrative and voice-over, footage of the assets in use, as well as other footage to set the context. We anticipate that the final edited video will be about 25-30 minutes long. The videographer will work closely with the IFPRI team to ensure that the content aligns with the overall project objectives.
The video will be shown to respondents in a group setting using portable projectors and screens; in some cases, the screen may simply be whitewashed walls or white cloth. Care should be taken that the format of the final video is compatible with the hardware to be used for dissemination. Videos will also be shared for personal viewing on smartphones or tablets, in some cases. This also implies the size of the video (in MB) should not be excessively large. The individual or firm executing this contract is not expected to supervise the video screening or to provide the equipment for screening the videos.
Scope of Work
The consultant/firm is expected to carry out the following tasks:
· Work with the IFPRI project team to develop a clear understanding of the project objectives and video content requirements.
· Conduct pre-production activities such as location scouting, participant recruitment, script development (i.e., designing the questions and follow-up questions to be asked as well as drafting the voice-over narrative), and storyboarding. The firm/individual will take the lead in identifying success stories and women who can speak to them and developing the script and storyboard with guidance from IFPRI.
· Be responsible for the translation of the script into Odia.
· Obtain oral/written consent from those featured in the video. Provide appropriate participant compensation.
· Develop a shooting schedule for the video; this should include the date-wise plan at the location level so that the IFPRI team can conduct field visits if required.
· The contractor shall use their own HD quality video camera and professional editing software.
· Capture high-quality video footage in finalized locations across Mayurbhanj, Kalahandi, Bolangir and Rayagada districts of Odisha.
· Record and edit narration or voice over where needed and in accordance with guidance from IFPRI.
· Edit the footage in line with the narrative and script agreed and approved by IFPRI.
· Handle additional post-production tasks including editing, color correction, sound mixing, audio balancing, and more.
· Embed English and Odia subtitles in the video if needed to ensure that audio can be understood (e.g., if one of the subjects speaks very quietly or there is any audio footage that may be difficult to understand otherwise).
· Include appropriate branding and crediting of ownership for the produced videos with guidance from IFPRI.
· Deliver a rough cut of three versions of the video within two weeks of the last day of shooting.
· Deliver the final video within one week of receiving final comments from the IFPRI team and no later than September 30, 2023, in accordance with our dissemination timelines. The final video should be provided both in full HD and 4K in .mp4.
· Throughout this process, remain responsive to queries from the research team.
Consultancy duration
The consultancy will be of a duration estimated to be 45 days, from July 31, 2023 to September 30, 2023.
Required qualifications for consultant or lead staff at organization
· A minimum of a bachelor’s degree in film, media, or a related field or significant experience in professional video production, particularly in documentary-style filming in rural India
· Excellent communication skills in English and Odia
· Knowledge of gender issues
· Ability to travel to various locations across Odisha for video shoots
· Owns or has access to professional video recording and editing equipment
Preferred qualifications
· Familiarity with the MGNREGA program, or a demonstrated willingness to learn.
Requirements to Apply
Proposals must include:
· An account of prior experience of shooting non-fictional documentaries on development issues in rural areas in India. Working links to samples of the same so that we can review.
·Comprehensive budget: Activity-wise costing of the tasks mentioned. We will not cover the cost of the purchase of equipment, but billable rental charges are permitted and should be listed clearly if applicable.
