VN 23/14 Civil Engineer

Within the General Services Division, the Civil Engineer will be responsible for the planning, supervision of constructions and refurbishments on the multi-buildings HQ site in Darmstadt. He will furthermore act as the interface to the local Building Supervision Authorities having the responsibility to issue requests for building permits.

The Civil Engineer reports to the Head of the General Services Division within the Department of Administration.

The mission of GES is to ensure the proper and smooth running of the Headquarters Buildings and their related facilities, including provision of technical and general infrastructure services across the entire the organisation, which includes large technical departments and a satellite control centre.

Duties

  • Conceptual design and costing of construction and refurbishment projects;
  • Definition of project structures and preparation of construction schedules;
  • Preparation and initiation of tendering processes and procurements;
  • Supervision of building refurbishment and construction measures on the HQ site in Darmstadt, both in the office and on the construction site, with a high degree of motivation and personal responsibility;
  • Ensuring project milestones are achieved within schedule, budget and quality;
  • Participating in the preparation and presentation of project status reports to the Management Board and to the EUMETSAT Member States;
  • Internal and external contact person for issues related with civil engineering and planning.

QUALIFICATIONS

Full secondary education, a related academic degree in civil/construction engineering or architecture and appropriate professional qualifications and experience.

Due to the scope of the duties it is a mandatory requirement that the candidate is authorized to submit building documents according to § 67 para. 2 of the Hessian Building Code (HBO)

LANGUAGES

The official languages of EUMETSAT are English and French. For the post, candidates must be able to work effectively in English and, due to interactions with local authorities and suppliers, have excellent German language skills.

Duties

  • Conceptual design and costing of construction and refurbishment projects;

Skills and Experience

  • Proven experience in successful completion of infrastructure construction projects as civil/ construction engineer and/or architect;
  • Detailed specialist knowledge and experience in the area of conceptual designing and costing applying standards;
  • Experience with rider management in construction and interior fitting projects;
  • Knowledge of German tendering, planning and contract regulations (HOAI, VOB, Fire Protection and LBO/HBO);
  • Experience with project management methodologies, action tracking, risk management and status reporting;
  • Experience with CAD tools;
  • Drafting and report writing skills in English;
  • Structured and analytical thinking and sound judgement;
  • Planning and communication skills and the ability to work within a team and across teams.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6903 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
