VN 23/22 Mission Control Applications Integration and Verification Manager

The post holder is a member of the Mission Control Applications and Tools Competence Area within the Satellite Ground Segment (SGS) Division.

In support to both Operations & Services to Users (OPS) and Programme Preparation & Development (PRD) departments, the post holder is responsible for the integration and verification of Mission Control Applications within the EUMETSAT ground systems.

Mission Control Applications typically include: Mission Control System, Automation System, Flight Dynamics System, Mission Planning System, Spacecraft Simulator and Operations Preparation tools.

The post holder participates in the ground segment Mission Control Functions specification, design, development and IV&V (Integration, Verification and Validation) and maintenance activities and provides operations support in the relevant areas.

The post holder contributes also to maintaining up-to-date the necessary technical documentation and know-how in the area of Mission Control Functions and related technology/products.

This position supports the Copernicus Programme.

Duties

  • System and interface requirements definition, integration and verification (I&V) testing of system implementing Mission Control Application functions;
  • Definition, maintenance and execution of I&V test plans with particular attention to interfaces verifications;
  • Management of I&V activities, including reporting and tracking of anomalies, attending anomaly review boards;
  • Identify any improvements of I&V tools and processes with particular attention to automation both in terms of Continuous Integration/ Continuous Delivery infrastructure test beds set-up and tests execution;
  • Define, implement and promote a high level of harmonization of I&V processes and tools across mission control applications of all missions;
  • Support I&V activities at ground segment level as mission control application sub-segment I&V responsible;
  • Interfacing with internal customers (e.g. operations engineers and analysts), in the frame of anomaly investigations, definition of corrective actions, planning maintenance tasks and releases, identifying needs for upgrades;
  • Deliver and maintain the EUMETSAT Mission Control System’s reference architecture and related technical documentation and promote its adoption within new missions;
  • Technical management of industrial maintenance contracts and support services, including the monitoring of contractors’ performance against Service Level Agreement;
  • Contribute to maintaining the Mission Control Applications technical and engineering knowledge base within the competence area, with identification of relevant improvements and technical lessons learned.

QUALIFICATIONS

University degree (or equivalent) in a relevant discipline.

LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Duties

Skills and Experience

Minimum 10 years of proven experience in applications integration and verification of mission control applications with a high level of involvement in both test plans definition and execution.

Knowledge and experience required:

  • Mission control sub-segment functions and related interfaces. Typical functions include: Mission Control System, Automation System, Flight Dynamics System, Mission Planning System, Spacecraft Simulator and Operations Preparation tools;
  • Software applications technical baseline documentation production such as Software Requirements Specifications (SRS), Architectural Design Documents (ADD), Interface Control Document (ICD) and Verification Test Plan;
  • Requirements engineering and management, from the definition phase through the maintenance, traceability, verification and validation stages using formal methods and tools (e.g. DOORS);
  • Software delivery and deployment processes including definition and implementation of CI/CD pipelines and associated customization;
  • Scripting software languages such as groovy and bash as well as software functional programming languages such as python and javascript;
  • Integration and Verification test plan definition and maintenance with related: test logic and organization, test beds formalization in terms of System Under Test (SUT) and test tools/data, test scenarios, test cases, test procedures, pass/fail criteria;
  • Automatic testing tools for both back-end and front-end (Human Machine Interface) elements;
  • CCSDS and ECSS standards relevant to the Mission Control domain;
  • ESA/ESOC MICONYS, SIMULUS and DABYS;
  • Managing services provided by industry, good interpersonal and communications skills and strengths in analysis, synthesis and presentation of complex problems and solutions are also required.

It is considered a distinct advantage the knowledge and proven experience in the following areas/systems:

  • Java and C++ programming languages and related development environments;
  • Open source solutions and technologies applied to the Mission Control Applications domain.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6903 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
