VN 23/23 Operations IT Infrastructure Manager

Within the Infrastructure for IT and Data Division (I2D) in the Technical Scientific and Support department (TSS), the Operations IT Infrastructure Manager coordinates and ensures the provisioning of the IT Infrastructure services to Operations. Those include computer, storage, networks, IT security, building IT infrastructure as well as software build and deployments services.

The Operations IT Infrastructure Manager will manage customer requests for all Operations IT Infrastructure systems. He/She will provide management support to the Head of I2D (Infrastructure for IT and Data) Division for the co-ordination of activities and projects in the area of operational IT systems. Corporate IT Infrastructure (e.g. desktops, office equipment, etc.) are not in the scope of this post.

Duties

  • Act as point of contact for service user requests in the domain of Operations of IT Infrastructure, by understanding how to best meet their needs and expectations, in order to deliver a stable, effective and sustainable technology environment;
  • Act as point of contact for key internal service users for the engineering, maintenance and evolutions of the Operations IT Infrastructure;
  • Co-ordinate regular interactions with key internal service users;
  • Promote commonalities in the delivery of Operations IT Infrastructure solutions and services and co-ordinate the related design, implementation and testing activities and projects;
  • Promote and develop synergistic, multi-mission and reusable operations IT infrastructure solutions and services for the operational ground segment functions, with the goal of simplifying the maintenance, containing risks and costs and ensuring a high operational availability of the EUMETSAT operational IT systems;
  • Lead the production and maintenance of the technology road-map section for the operational IT systems which are under the responsibility of the I2D Division;
  • Co-ordinate recommendations and budget inputs to Head of I2D regarding planned evolutions.
  • Deputise for the Head of I2D during absences and when delegated.

QUALIFICATIONS

University degree (or equivalent) in Computer Science or relevant discipline;

Current ITIL qualification (or equivalent evidence of operational service delivery process qualification) is an advantage.

LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Duties

Skills and Experience

  • Large and proven experience in engineering and maintenance of complex IT infrastructure in support to high availability systems, preferably in the domain of ground systems operations for space missions;
  • Demonstrated experience in the co-ordination of activities, prioritisation of resources and customer management, in a complex multi-project environment;
  • Extensive experience in project management, with knowledge and hands-on experience of project management support tools;
  • Demonstrated experience in IT service users Demand Management;
  • System Engineering / AIT experience for the development and testing of major upgrades of operational IT systems and/or of new ground systems;
  • Strong interpersonal, influencing and communications skills combined with people management experience;
  • Strengths in analysis, synthesis and presentation of complex problems and solutions.

Demonstrated experience in as many as possible of the following domains is also required:

  • IT system engineering and IT system design and architectures;
  • Service and customer focus;
  • Problem solving and continual service improvement behaviour;
  • Computer architectures, computer networks, storage area networks, cyber security;
  • Cloud technologies;
  • Business continuity, data protection, backup and recovery technologies;
  • Planning, implementation and operations of complex technical infrastructure for Data Centres.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A4/A5 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 8512 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
