VN 23/30 Ground Segment Architect

Within the Satellite Systems Ground Segment Division (SGS), the Ground Segment Architect will contribute to system engineering activities related to the development, maintenance and evolution of the ground segments of EUMETSAT missions such as MTG, one of the most complex and innovative meteorological geostationary satellite systems ever built, providing near-real-time 3D snapshots of important characteristics of the atmosphere.

The successful candidate will be responsible for the management of all activities related to the mid-term planning of evolutions of operational systems, in which the “Mid Term Evolution Plan” (MTEP) is agreed and updated on an annual basis. The post holder will work on creating architectural roadmaps for the ground segments in use, and influence their evolution emphasizing on common aspects, as well as the architecture of new or re-engineered ground segments to increase, in all cases, standardisation of interfaces, data, models and functions. She or he will propose and plan activities in the ground segment and system areas of operational missions, monitor the day-to-day activities, and propose long-term strategic plans in the support of the System Functional Area Management Board (FAMB). As a member and supporter to the System FAMB, she or he will provide inputs to roadmaps facilitating the consolidation of architectures, and preparing for further re-use in the future.

Duties

  • Coordinate the “Medium Term Evolution Planning” process, and support all Functional Area Management Boards (FAMBs) in the MTEP generation;
  • Prepare inputs to roadmaps at System FAMB and EUMETSAT level regarding architectural consolidation;
  • Facilitate the exchange of the FAMBs and support the System FAMB with regards to overall FAMB exchange and coordination;
  • Support standardisation of ground segment concepts, principles, requirements, architecture and verification;
  • Support the implementation of ground-segment-as-a-service concepts through Service Level Agreements identification and maintenance of service inventory;
  • Liaise with internal groups on architectural topics and promote efficient information sharing;
  • Monitor technology trends and assess these for EUM adoption in operational programmes;
  • Facilitate reuse, architectural consolidation and simplification across existing and future ground segments;
  • Maintain obsolescence levels overview dashboards and propose obsolescence removal activities and schedules.

QUALIFICATIONS

University Degree (or equivalent) in a relevant technical discipline.

LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Skills and Experience

  • Demonstrated experience in creating and maintaining high-level roadmaps, project plans, dashboards and implementation plans;
  • Solid experience in the engineering and maintenance of operational systems operated in a 24/7 environment;
  • Proven experience in coordinating system engineering teams via plans, preferably in a matrix setup;
  • Proficiency and experience in the definition and implementation of requirements, service specifications and architectures of complex systems, especially using Model Based Systems Engineering (MBSE);
  • Strong interpersonal, coordination and communications skills, and preferably experience operating within a matrix environment.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6903 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
