VN 23/31 Ground Segment System Engineer

The Ground Segment System Engineer will be the technical authority for ground segments and system aspects in operational programmes, maintaining and developing cutting edge technologies and constellations.

The successful candidate will be responsible for coordinating system engineering activities aimed at developing, maintaining and evolving ground systems for EUMETSAT and Copernicus missions exploited by EUMETSAT, such as MTG, one of the most complex and innovative meteorological geostationary satellite systems ever built, providing near-real-time 3D snapshots of important characteristics of the atmosphere.

Specifically, the position will support and coordinate the ground segment and system level engineering regarding infrastructure Multi-Mission Elements (MME) services, e.g. networks, computing platforms and WANs.

Duties

The main duties will be to:

  • Provide coordinated engineering support required to maintain operational ground systems and upgrade systems in response to evolving requirements, including maintenance of system level documentation and architectural models, specifically for multi-mission infrastructure services;
  • Analyse specifications and impacts on system architecture and interfaces for evolutions or major upgrades to operational ground systems, in order to ensure overall systems-coherence;
  • Define the integration, verification, validation and testing approach for evolutions or major upgrades, and coordinate/implement testing, including support to the installation and integration of new components;
  • Support coordination with external partners (e.g. ESA, European Commission, NOAA, ECMWF, Mercator-Ocean) on ground segment engineering activities and interfaces;
  • Perform technology and trend analysis on enterprise architectures, emerging technologies and assess their implications for EUMETSAT and Copernicus missions and systems and interfaces with external partners;
  • Support the transition of newly developed ground segments into Operations at system level, including support to installation and integration, verification and validation testing.

QUALIFICATIONS

University Degree (or equivalent) in a relevant technical discipline.

LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Duties

Skills and Experience

  • Solid experience in the engineering, integration, verification, validation (IV&V) and maintenance of ground segment systems, preferably for Earth observation missions, and specifically in the area of multi-mission infrastructure services;
  • Some experience in Model Based Systems Engineering methods;
  • Proven experience in coordinating/managing ground segment system engineering services or teams involved in operations of satellite systems, and specifically in the area of multi-mission infrastructure services;
  • Proficiency and experience in the definition and implementation of engineering processes for sustaining, maintaining and evolving operational ground systems;
  • Knowledge of relevant system engineering standards and of methods for requirements/specification management and verification, with experience in the use of related tools;
  • Strong planning, analysis and presentation skills, coupled with a high-degree of interpersonal awareness, excellent communication skills and experience working as part of team.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6903 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
