VN 23/41 Space to Ground Engineer

Within the Programme Preparation and Development Department (PRD), the Low Earth Orbit Division (LEO) is responsible for the development the EUMETSAT Polar System Second Generation (EPS-SG) system until hand-over to routine operations.

Located in the Systems Team of the LEO Division, the Space to Ground Engineer is responsible for the Radio Frequency (RF) space-to-ground links of satellites of the EUMETSAT Polar System Second Generation (EPS-SG) programme and of the future low earth orbit systems to be developed under the responsibility of the LEO Division.

DUTIES
  • Develop and maintenance relevant parts of space-to-ground interface specifications and of associated documents, in particular the space-to-ground link budgets for existing and new Polar systems;
  • Define test tools for pre-launch verification (e.g. RF suitcases) and in-orbit tests and support for their development / procurement;
  • Coordinate the definition, logistics and execution of the RF space-to-ground compatibility tests and analysis of the test results;
  • Prepare and execute of the in-orbit tests, predictions and results evaluation, and support to the commissioning phase in the RF communications area;
  • Support Spacecraft and Ground Segment development activities with respect to RF communications;
  • Coordination of activities with the Ground Segment Team, with ESA and other internal and external parties as required;
  • Execution of related system analyses and trade-offs, including the assessment of deviations/waivers, investigation of anomalies, etc;
  • Support for the definition of concepts and contributions to feasibility studies for the new Polar systems;
  • Support Frequency Coordination activities for current and future Polar systems interfacing the Frequency Coordination management at EUMETSAT.

QUALIFICATIONS

University Degree in a relevant discipline (e.g. Telecommunications, RF Engineering, Aerospace Engineering) or equivalent experience in relevant field.

LANGUAGES

Candidates must be able to work effectively in English and have some knowledge of French.

SKILLS AND EXPERIENCE
  • Proven experience in the development of satellite systems with knowledge of end-to-end protocols at radiofrequency and data handling levels;
  • Overall experience in the frame of a satellite development programmes for operations in a 24/7 real-time framework;
  • Experience with procurement of complex engineering systems and management of technical support contracts would be an advantage;
  • Ability to understand and synthesise complex issues and to express ideas and issues clearly;
  • Strong interpersonal and communication skills, with a proven ability to work as part of a team.

EMPLOYMENT CONDITIONS

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6,903.21 per month (net of internal tax but excluding pension and insurance deductions) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
