VN 23/44 Online Data Services Expert

EUMETSAT is evolving towards a “data-centric” approach using cloud data technologies and solutions for providing Earth observation Data as a Service (DaaS). These online data access services[1] include data discovery, download, tailoring and viewing using web map, content and feature services compliant with Open Geospatial Consortium standards.

Within the EUMETSAT User Support and Climate Services Division, reporting to the Online Data Service Coordinator, the Online Data Services Expert will play a key role in supporting effective metadata and data utilisation. He / she will contribute to an optimal online data access user experience and data management encompassing all EUMETSAT’s current and future satellite missions. This includes also all future EUMETSAT mandatory missions (MTG, EPS-SG) as well as Copernicus satellite missions operated by EUMETSAT (e.g. Sentinel-4, Sentinel-5, CO2M).

DUTIES
  • Design and coordinate long-term metadata management strategies to ensure metadata accuracy, consistency, availability and harmonisation across all mission satellite data. This includes defining and enforcing data format and metadata standards and guidelines across the organisation, improving current processes to maintain data integrity, improve decision-making, ensure interoperability and support Analysis-Ready-Data initiatives.
  • Contribute to new mission product integration, including products from the EUMETSAT Satellite Application Facilities (SAF) into the online data services by analysing and collecting quality controlled related metadata information and coordinating their operational implementation.
  • Support data management activities by gathering and consolidating bulk data storage needs for the EUMETSAT data repositories (Online Data Lake, Long Term Archive) to ensure an efficient storage planning and capacity management.
  • Support the user feedback processes and contribute to developments of tools to analyse and extract changing user needs for the online data services.
  • Collaborate in the development of online data access tools to improve the overall user experience of data web services (API clients, Data Cubes, etc.).
  • Collect, analyse and document evolving use cases in support of data services evolution, e.g. in the area of AI/ML.

QUALIFICATIONS

A university degree (or equivalent) in Computer Science, Data Science, Mathematics, Physics, Software or Systems Engineering or other relevant subject.

LANGUAGES

Candidates must be able to work effectively in English and have some knowledge of French.

SKILLS AND EXPERIENCE
  • Strong experience in environmental data and metadata management;
  • Proven experience in working with Earth Observation data and formats (e.g. netCDF, HDF, BUFR, GRIB);
  • Proven experience in the following:
  1. Programming in Python
  2. Working in Unix / Linux environments
  • Knowledge of Web Service technologies (e.g. APIs, OGC standards);
  • Excellent organisational, communication and presentation skills;

Experience in the following would be advantageous:

  • Experience in the domain of Satellite Remote Sensing
  • Experience in working in an operational environment.
  • Specification of user requirements.
  • Experience in working with Relational Databases (e.g PostgreSQL)

EMPLOYMENT CONDITIONS

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6,903 per month (net of internal tax but excluding contributions to insurance and pension) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
