VN 24/28 Configuration Management Competence Area Manager

EUMETSAT is Europe’s meteorological satellite agency, operating a fleet of satellites delivering weather and climate-related satellite data and images to our users worldwide; helping protect lives, property and industries. Further satellites are in preparation for launch.

The Configuration Management Competence Area (CM CA) is considered to be a key pillar in managing the complex configuration of satellite systems and ground segment infrastructure to ensure that appropriate configuration control and change management processes are applied. The successful candidate will provide cross-organisational configuration support according to the pillars of configuration management (identification of configuration items, their control, audit and status reporting). The holder of this post has the responsibility for the management and delivery of the Configuration Management support to the technical Departments Programme Preparation and Development (PRD), Operations and Services to Users (OPS) and Technical and Scientific Support (TSS).

Reporting to the Head of Process Assurance and Management Support Division (PRS), the successful candidate will get the unique opportunity to contribute with her/his expertise, leadership skills and strategic mind-set to all configuration management activities across EUMETSAT. Duties

  • Manage the Configuration Management (CM) Competence Area, including securing the continued availability of resources, skills, expertise and tools related to CM;
  • Define, implement and continuously improve Configuration Management (CM) processes for the technical Departments, for Programmes in development and in operations, in line with the EUMETSAT policies, organisational needs, relevant international standards and best practices in CM;
  • Deliver CM support to technical Departments on the expected level of performance, including the provision of regular Configuration Status Account Reports for Programmes and Operational Systems, as well statistics and indicators/metrics on CM processes implementation and support to Change Control Boards;
  • Supporting configuration audits to contractors involved in new developments, in line with requests of programmes or Departments Management, for all CM relevant aspects;
  • Organise and perform regular CM training/awareness sessions;

QUALIFICATIONS

University degree (or equivalent) in an engineering discipline, preferably in Aerospace or Information Technology.

LANGUAGES

Candidates must be able to work effectively in English and have some knowledge of French.

Duties

Skills and Experience

  • Minimum of 10 years of proven experience in managing Configuration Management processes, and in leading multidisciplinary teams, preferably in a technology intensive domain;
  • Demonstrated experience leading large teams, developing people, managing performance and ensuring long-term continuity of critical skills;
  • Experience defining and implementing Configuration Management policies, objectives, working practices, and procedures;
  • Experience running, or supporting change control boards;
  • Sound process modelling, problem analysis and solving and monitoring skills;
  • Strong communication and interpersonal skills, with a proven ability to apply these to working within and across teams, as well as a customer-oriented approach.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A3/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 8647 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
