VN 24/47 Lead Project Controller for Cost Modelling

EUMETSAT is Europe’s meteorological satellite agency, operating a fleet of satellites delivering weather and climate-related satellite data and images to our users worldwide; helping protect lives, property and industries.

Within our Project Planning and Control Competence Area (PPC CA), the Project Controller is responsible for cross-organisational cost modelling activities and provides support to financial, budget, cost planning and control activities for Department of Programme Preparation (PRD).

In this role, the successful candidate will collaborate closely with our technical teams during the preparation phase of new upcoming satellites systems, as well as during their maintenance and operations phase. He/she will also work with peer project controllers to further streamline and optimize the cost modelling approach across the organisation.

Duties
  • Provide cost modelling expertise across the organisation for cost in development, maintenance and routine operations;
  • Further develop, improve and update regularly EUMETSAT’s corporate costing database with historical information from programme development and operations to support the future cost modelling of new;
  • Establish, maintain and improve cost estimation models and tools for future activities. Support the costing activities and cost assessment of future programmes, in coordination with peer project controllers, e and technical engineers;
  • Support the delivery of project planning and control services to PRD department, following documented processes, in coordination with PRD Project Management Office and peer project controllers;
  • Define and provide progress reporting to management, including performance indicators and analysis of deviations and trends;
  • Support the Project Planning and Control Competence Area Manager and contribute to the overall harmonisation and improvement of project planning and control processes, standards and methodologies, working practices and tools.

QUALIFICATIONS

University degree in Engineering complemented by cost modelling, or in Economics complemented by relevant experience.

LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Duties

Skills and Experience
  • Relevant experience in an engineering environment with multi-years projects, in cost modelling and project planning and control activities and in managing resource allocation;
  • Proven knowledge and practice of administrative processes based on ERP systems (e.g. SAP) and strong MS Excel ability. Knowledge on Power BI and similar reporting tools is an advantage;
  • Experience in design and development of databases and Extract, Transform, Load (ETL) process would be an advantage;
  • Proactivity and strong capability for analytical thinking and seeing the big picture while maintaining a focus on details;
  • Very good interpersonal, written and oral communication skills, with a proven ability to apply these to interact with management and stakeholders as well working within, and across, teams;
  • Experience working in a matrix-based organisation would be an advantage.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 7146 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
