Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Under the overall supervision of the Senior Program Advisor and direct supervision of the Project Manager, the successful candidate will be based in Washington DC, USA and will have the following duties and responsibilities:
- Oversee a team or teams of up to a total of seven staff members providing case management activities. Support staff development processes such as hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and the accurate completion of Case Management activities.
- Oversee the team members as they interact with the beneficiaries and conduct confidential information gathering/sharing interviews with them in accordance with the local Standard Operating Procedures (SOPs).
- Guide the team members as they carry out initial case assessment and advise them on developing individually tailored and viable plans in coordination with relevant service providers and IOM country offices abroad.
- Ensure team members are recording demographic, biographic and case information in IOM’s proprietary tools and systems in accordance with IOM principles and guidelines and that all the necessary measures to guarantee limited access to physical files are taken.
- Oversee the team members with coordinating the travel arrangements of the beneficiaries with Movement Management colleagues and relevant IOM missions in countries to ensure seamless workflow leading to the departure arrangement.
- Oversee the implementation of secure and accountable document storage management in accordance with the local Standard Operating Procedures (SOPs). Ensure secure storage of documentation and data in accordance with IOM principles and guidelines while guaranteeing limited access to physical files.
- Support with staff capacity development, including managing, providing and conducting required programmatic training, as well as facilitating knowledge management to enable continuous staff learning.
- Under the close supervision the Project Manager, liaise as needed with other teams and units in IOM USA and with external partners such as airport and government authorities, relevant embassies on the assistance IOM offers and in responding to beneficiary referrals.
- Oversee the preparation of regular data mining reports in order to ensure that the relevant tools and database are up-to-date, accurate and maintains the integrity of relevant projects.
- If required, conduct/facilitate information and awareness-raising activities and outreach among target beneficiary groups, relevant US Government Departments case management teams and other stakeholders (NGOs, Community Groups, Migration Agencies, etc.) on IOM Programming.
- In coordination with the Project Manager, if required, perform in-person assistance at the airport and/or operational escort duties [SN1] [KF2] when required, such as providing custodial care of travel documentation; verifying identities and documentation, including visas, tickets and other items in the travel bag; assisting with airport formalities, including flight arrivals, curb-side assistance, check-in, luggage formalities, immigration procedures, security screening systems and customs clearance; escorting arriving individuals to ground transportation and departing individuals to their gates; visually confirming flights have departed; ensuring individuals with special needs or equipment receive appropriate support; and, as needed, sending notifications using relevant systems.
- Demonstrate an in-depth understanding of relevant Movement Operations SOPs and Movements-related systems and databases, as well as the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA.)
- Undertake duty travel as needed to participate in meetings and trainings, and to carry out pre-departure assistance if needed.
- Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert supervisors or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
- Perform such other duties as may be assigned.
Education
- High School diploma with five years of relevant experience; or,
- Bachelor’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with four years of relevant professional experience.
Experience
- Experience with supervising a team and training delivery.
- Experience in working with migrants, civil society and government is an asset.
- Proven ability to work with vulnerable individuals.
- Prior experience working for IOM, a UN agency or another international organization.
- Work experience in programs including movement operations component, particularly protection programmes is an advantage.
- Experience in communicating with individuals who have complex needs.
- Demonstrated knowledge with handling sensitive information and personal data
Skills
- Knowledge of other language(s) is an advantage.
- Computer/software literate with good knowledge in Microsoft Office.
- Strong interpersonal and communication skills.
- Attention to detail and ability to organise.
- Self-motivated, objective driven and able to use own initiative and work under pressure with minimum supervision.
- Knowledge and due application of case work principles.
- Knowledge of migration-related subject areas dealt with by IOM.
- High record keeping, information analysis and entry proficiency.
- Ability to fluently present to external stakeholders.
Languages
