Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the direct supervision of the Chief of Mission/Project Manager and with close coordination with Head of Resources Management (RM) and RM Unit staff, the Project Coordinator will be responsible and accountable to coordinate project activities within the EU funded project ‘Individual measure to strengthen Integrated Border Management capacities in Montenegro’ in line with IOM policies and procedures and donor requirements.

The main responsibilities will include but not limited to the following activities:

  1. Independently plan, lead and coordinate the implementation of the project; monitor and report implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
  2. Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
  3. Monitor budget expenditures; verify availability of funds and maintain a proper monitoring record of approved project budgets and their revisions.
  4. Coordinate and monitor the financial, administrative and technical aspects of the project in line with the project instructions, IOM policies/SOPs and donor requirements, initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
  5. Plan, coordinate trainings, study visits and capacity building workshops for relevant internal and external parties.
  6. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  7. Coordinate and verify that visibility activities are carried out in respect of the donor visibility rules and requirements.
  8. Provide regular project status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest immediate corrective measures.
  9. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports, collect and consolidate inputs from partners and project team,; verify that status reports are prepared and submitted in a timely manner, and in line with the donor and PRIMA (or other software applications) instructions.
  10. Identify and document good practices and lessons learned; set up and maintain files/records, contribute to the development of Standard Operations Procedures (SOPs), policies and concept papers and support the development of new projects.
  11. Supervise, monitor and provide guidance and training to reporting, or other assigned staff.
  12. Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • High school diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage; and
  • Specific experience in planning and implementing EU funded project is an advantage.

Skills

  • Proficiency in report drafting.
  • Proficiency in the English language (oral and written).
  • Excellent communication and analytical skills.
  • Advanced Computer literacy (MS Office including Excel, PowerPoint, Internet).
  • Very good organizational and coordination skills.
  • Knowledge/understanding of financial rules and regulations.

Languages

  • Required fluent written/oral knowledge of Montenegrin and English language;
