BACKGROUND
Purpose of Activity/ Assignment:
The consultancy aims to provide comprehensive technical guidance in the design, planning, implementation, and monitoring and evaluation of volunteer engagement to support UNICEF programming in Belarus.
Background:
Since 2018, UNICEF’s volunteer program in Belarus has grown significantly, starting with the 2nd Euro-Games where volunteers provided organizational support during UNICEF events. Over the past five years, a network of volunteers has been built and a notable partnership with the Republican Volunteer Center (RVC) established. This partnership focused on promoting volunteerism at the regional level, including humanitarian assistance, eco-friendly initiatives, and general engagement in various programmatic, humanitarian, communication, and sports activities, as well as info-volunteering and fundraising efforts.
Over 2024, volunteers were engaged in 49 programme activities across various fields, including sports, fundraising, youth engagement, and special events, contributing significantly to UNICEF’s mission and outreach.
A total of 46 training sessions were conducted to enhance the soft and life skills of volunteers, aimed at increasing the effectiveness of their engagement.
Scope of Work:
The VE Consultant will perform the following key tasks under the direct supervision of HIV/AIDS and YAD Specialist.
The focus will be on promoting UNICEF volunteering, building the capacity of adolescents and young people, and actively engaging them in volunteer activities and fundraising to address the needs of the most vulnerable children and adolescents.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
