What We are Looking For

NRC is looking for a qualified and experienced WASH and Shelter Specialist to join the Syria mission. The role holder will be responsible for providing technical oversight and strategic direction to Country and Area Offices to further the development of the WASH and Shelter Core Competencies (CC). They will also ensure quality implementation for all WASH and Shelter interventions, collaboratively develop/refresh WASH and Shelter country strategies, capacity-build staff through mentoring and training to increase the technical capacity of the staff and develop a donor strategy to further grow the program.

What You Will Do

  • Develop WASH and Shelter strategies, technical guidance, and Macro Log frames.
  • Compliance with and adherence to NRC policies, guidance, and procedures.
  • Contribute to fundraising, develop and revise funding proposals, budgets, and donor reports.
  • Identify trends, technical standards and donor priorities.
  • Follow up on compliance to contractual commitments within WASH CC, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support to the implementation teams.
  • Ensure that key learnings are extracted from WASH and Shelter CCs implementation and incorporate them into WASH and Shelter CCs and staff development processes.
  • Provide systematic training and build the capacity of WASH and Shelter staff.
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

What You Will Bring

  • Minimum 5 years of experience within a humanitarian/recovery context.
  • Experience working in complex and volatile contexts.
  • Minimum 2 years of WASH expertise (as Specialist/Technical Adviser or Project Manager).
  • Fluency in English, both written and verbal.
  • Knowledge of the Middle East Region and Syria context specifically.
  • Experience with start-up or expansion of new programmes.
  • Experience in team capacity building.
  • Advanced computer skills, especially in Word, Excel, PowerPoint and Outlook.
  • Experience with youth/adolescent programming, particularly vocational training is desired.
  • Experience with alternative WASH in a humanitarian context is an asset.
  • Understanding of SPHERE and Interagency Network for Education in Emergency (INEE) Minimum Standards is required.
  • Candidates with an advanced degree preferred; significant experience in the field of WASH, Psychosocial Support (PSS), working with displacement and conflict context.

  • Damascus, Syria duty station.
  • 12-month contract duration (with possibility of extension based on funding and performance)
  • 40% travel, approximately to areas of Operation
  • Senior Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package.
