INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
OVERALL PURPOSE OF THE ROLE:
Under the direct supervision of the WASH Manager, the WASH assistant, for pump, plumbing, and construction, will support the implementation of the emergency WASH project in Zone in Afar
Responsibilities:
The essential functions of this position include, but are not limited to:
- Establish water distribution points by installing water tanks and fixing pipe and faucets;
- Ensure pipeline works and construction of new water distribution points are executed as per the plan and design.
- Follow-up and monitor water trucking activity
- Execute water supply scheme rehabilitation works together with the support from government
- Capacitate tap attendants and water trucking monitors for successful implementation of water trucking work;
- Identify and assess public hygiene risks around water distribution points and respond quickly so as to avoid these risks;
- Mobilization of beneficiary communities to maintain the established/rehabilitated/protected WASH facilities
- Liaise with Senior WASH Specialist and contribute to formation/training of Water supply and sanitation committees for the established/rehabilitated/protected water sources and WASH facilities
- Participate in collection of useful data that are needed for water supply response
- Assist the Senior WASH Specialist – Engineer in inspection of water systems pumps and other water supply systems to ensure they are operational.
- Together with the WASH Specialist, perform compliance inspection of new construction which pertains to the settlements water distribution system to determine that all fittings are installed and in accordance with prescribed standards, plans and specifications.
- Assist in major repairs and installation of new materials, supplies, machinery and/or equipment
- Conduct water quality monitoring and disinfection in accordance with sphere and WASH cluster guidelines and standards;
- In charge of monitoring of all construction activities of the WASH project;
- Assess, supervise and follow the quality of construction and rehabilitation of latrines and solid waste disposal pits
- Mobilize the community for the construction work, whenever needed
- Ensure that latrines and solid waste disposal constructed/rehabilitated in line with design standards, guideline and criteria established
- Undertake daily progress monitoring of construction works and workforces (contractors, carpenters, masons, or daily laborer and etc).
- Oversee appropriate management of construction equipment and materials at site/s(such as cement, Iron bars, wood poles, CI sheets, nails, stones, sand, gravel, and the like) and strictly follow and reduce wastage of construction materials.
- Prepare periodic construction progress and stock report and submit to field line manager and logistics.
- Support the WASH NFI distribution.
- Collaborate with other agencies (Government authorities and IPs) and represent DRC in the implementation area.
- Perform any other duty assigned by immediate supervisor

Experience and technical competencies: (include years of experience)
- 2 years of work experience. Experience with community development work;
- Capable of training beneficiaries and motivating community support;
- Physically fit for works related to plumbing and pump installation;
- Ability to understand the cultural context of the community, Experience in participatory techniques and community mobilization;
- Positive and professional attitude, able to organize, maintain and prioritize work under pressure and able to work in an insecure environment;
- Accountability & responsiveness within areas of responsibilities;
EDUCATION: (include certificates, licenses, etc.)
• Diploma in plumbing, pump technician, water engineering or other relevant field.
LANGUAGE:
• Excellent skills in speaking, reading and writing English and Amharic
• Knowledge of Afar language an advantage
