Waste Management and Circular Economy Officer (Re-advertised)

The Waste Management and Circular Economy Officer will be primarily involved in two key initiatives:

a) Supporting GGGI to make Caribbean cities and communities sustainable, livable and resilient, through the identification and implementation of waste management solutions that build circular economies and create green jobs.

b) Supporting GGGI implement the Green Bond Rapid Technical Assistance (RTA) program in Saint Lucia, through technical inputs and oversight of work to develop a wastewater treatment facility financed by the issuance of Saint Lucia’s first Blue Bond.

GGGI’s Caribbean portfolio currently includes county programs in the Dominican Republic and Guyana as well a program supporting Eastern Caribbean states managed out of the OECS Commission in St. Lucia. All of GGGI’s Caribbean programs provide embedded advisory support to member governments aimed at developing effective policies and strategic plans and mobilizing sustainable finance for implementation of priority plans and projects.

PURPOSE

The Waste Management and Circular Economy Officer will ensure effective coordination and support with technical staff based in other Country Offices. S/he will ensure proper engagement with relevant government partners and agencies in the Caribbean, as well as provide strategic advice to the Caribbean Representative and Senior Staff based in the Dominican Republic, Guyana and Organization of Eastern Caribbean States (OECS) members on methods/approaches to effectively identify, map, develop new solid waste management and circular economy opportunities as well as implement impactful solutions. This position implements and facilitates an effective coordination mechanism amongst government agencies and between government agencies and GGGI. The Waste Management and Circular Economy Officer will have multiple responsibilities that will require flexibility to sometimes rapidly changing needs and tight deadlines.

ENGAGEMENT

The Officer will be engaged internally and externally to support the Caribbean Representative by;

  • Working closely with the Caribbean Representative to develop and deliver new, multi-country and regional projects and programs while supporting the overall management of the Caribbean portfolio. Engagement rather than delivery or purpose.
  • Developing, in coordination with communications colleagues, marketing collaterals and plans to communicate and raise awareness regarding GGGI’s circular economy activities and results Engagement.
  • Working closely with GGGI’s Circular Economy Community of Practice Leads, IPSD colleagues, relevant Project Managers, and country teams in the Caribbean to ensure effective development of waste management programs and portfolio coordination
  • Under the guidance of the Caribbean Representative, maintaining active communication and coordination with government stakeholders, development partners and donor agencies to identify circular economy resource mobilization opportunities.
  • Building rapport with working-level waste management staff in Caribbean country governments and development partner organizations to gather information, carry-out consultations and conduction stakeholder mapping
  • Maintaining an overview of circular economy project pipeline, funding opportunities and partnership options in the Caribbean.
  • In Saint Lucia, developing strong working relationships with the GGGI project team, including external consultants, delivering Rapid Technical Assistance (RTA) in support of wastewater treatment facility financing.
DELIVERY
  • Determine waste management needs in Caribbean stakeholder counties and identify opportunities to implement circular economy solutions to address needs.
  • Coordinate and drive the development of waste management project proposals to establish circular economy programs in the Caribbean region.
  • In Saint Lucia, provide technical inputs and oversight for wastewater treatment facility feasibility and design undertaken in support of Blue Bond issuance
  • Maintaining good knowledge of GGGI’s Caribbean (and Latin American) programs by leveraging GGGI’s enterprise software for results reporting to identify opportunities and synergies for circulate economy project design.
  • Build awareness amongst key stakeholders in the Caribbean regarding GGGI’s service offerings and solutions for Waste Management and Circular Economy.
  • Identify potential approaches and strategies to enhance closer collaboration and alignment between GGGI and all key government partners involved in circular economy program design and proposal development.
  • Prepare and facilitate wastewater management program workshops, meetings and other relevant events together with relevant stakeholders program and project teams.
  • Contribute to various documents (or portions of documents) for projects’ reporting and proposal development
REQUIREMENTS QUALIFICATIONS

The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials. Specifically, the application should provide convincing evidence of the following:

  • Master’s degree or higher in relevant discipline, including environmental engineering, sanitation engineering, civil engineering.
  • At least 5 years of professional experience in waste management and circular economy (experience shall include policy and governance-related aspects, financial aspects, social aspects and technical/operational aspects)
  • At least 2 years of international experience, working and living outside of home country
  • Good experience in policy analysis and strategy development
  • Experience in analyzing and implementing various circular economy business models
  • Good understanding of innovative finance mechanisms for circular economy
  • Experience in relating and coordinating with the informal waste management sector
  • Experience in coordinating with multiple stakeholders, including governmental authorities, multilateral agencies, development partners, private sector and civil society organizations.
  • Experience in other fields related to green growth, including (but not limited to) environment, energy, infrastructure, or economic development.
  • Proven ability to work in a pro-active way, independently and deliver quality results requiring minimal supervision.
  • Experience in working in development settings.
  • Experience working in Small Island Developing States would be an asset.
  • Experience working for International Organizations would be an asset.
  • Excellent English oral and written communication skills; including public speaking.
  • Working fluency in other languages, particularly French and/ or Spanish would be an asset.
