Duties and Responsibilities
The ultimate objective of this consultancy is the development of an Arab Regional Roadmap that articulates region-specific capacity development needs and challenges facing the achievement of the water-related sustainable development goals. The roadmap shall also address capacity development opportunities at the individual and institutional levels and explore the potential for networking and establishing partnerships for optimized results. The roadmap will also discuss how linking to global and regional initiatives can contribute to ensuring sustainability and continuity of capacity development outcomes.
Under the overall supervision of the Cluster Lead on Climate Change and Natural Resource Sustainability, and the Coordinator on Integrated Water Resources Management for Improved Water Security, the consultant would be responsible for the preparation and delivery of a Regional Roadmap for water capacity development at the Arab regional level.
Specifically, the consultant is expected to:
• Participate in an initial consultative meeting with AWARENET Secretariat to plan the roadmap development process and discuss AWARENET experience in deploying capacity development activities in the Arab region.
• Participate in consultative meetings with Cap-Net-affiliated capacity development networks active in countries of the Arab region, to solicit their insights regarding their capacity building needs and challenges as well as opportunities for collaboration and partnerships at the global and regional levels.
• Draft the regional roadmap for capacity development in the water sector adapted to the needs and challenges specific to the Arab region.
• Ensure that the roadmap covers the basic elements as per the section below and which is further elaborated in greater details in the outline for regional roadmap (appendix I).
• Share with AWARENET secretariat the draft roadmap for feedback and comment by AWARENET.
• Submit a final draft roadmap based on feedback received from the AWARENET secretariat
Qualifications/special skills
A PhD degree in topics related to the environment, water and/or climate change is required.
All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.
A minimum of ten (10) years of experience in research and analysis on issues related to the environment, water and climate change and their interlinkages in the context of the Arab region is required.
Languages
Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
For this position, Fluency in Arabic and English is required. Fluency in French is desirable.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the specified working location.
