Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in Systems Applications and Web Unit, Automatic Processing Systems Section, International Data Centre Division (IDC).

Reporting Lines

Under the supervision of the Chief, Automatic Processing Systems Section, to:

Duties and Responsibilities

  1. Manage, operate, and maintain the Secure Web Portal (SWP) for State Signatories and other websites and applications operated by the International Data Centre Division; advise on matters related to the provision of information for the websites operated by IDC; ensure their consistency with other websites of the Secretariat;
  2. Provide advice, training and assistance to staff working on appropriate layout and design of the web-based information systems and material to be issued;
  3. Build and maintain tools, solutions and processes associated with deployment and operations platform, identify and actively troubleshoot any issues that arise, ensuring consistency of service standards and reduction of errors;
  4. Function as technical expert for Identity and Access services including single sign-on (SSO); support problem resolution for Identity Management infrastructure and integrated applications when necessary;
  5. Assist in capacity planning and performance management of supported services/technologies;
  6. Implement and maintain appropriate controls and documentation, automate operational processes as needed ensuring compliance with information security requirements;
  7. Perform other duties as assigned.

Education

  • University degree in computer sciences or a related field with focus on software architecture and design of web-based information systems.

Work Experience and Qualifications

  • At least five (5) years of relevant working experience with development and maintenance of web-based applications, software development, business analysis and software testing and releasing;
  • Relevant working experience in Linux environment, including administration and using Java and Python programming languages is essential;
  • Experience in development for the Liferay Portal application is desirable;
  • At least three (3) years of experience with Agile software development methodologies (preferably Scrum) is essential; experience with project management and workflow tools such as Agile (Scrum), Jira/Confluence is a strong asset;
  • Experience with relational SQL is required (including PostgreSQL, Oracle); experience with NoSQL databases (including Elasticsearch), and cloud-based solutions is highly desirable; experience with migrating relational databases to NoSQL is an asset;
  • Knowledge and experience in Continuous Integration/Continuous Delivery (CI/CD) for software delivery is desirable;
  • Experience with DevOps and/or application security is desirable;
  • Experience with public key infrastructure technologies is highly desirable;
  • Excellent organizational and analytical skills; ability to react quickly in problematic situations.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration:

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
