1. Context
The World Intellectual Property Organization recognizes the importance of attracting diverse talent and of creating a work environment where individuals from all over the world come together to promote innovation and creativity through the use of intellectual property. We want to create an inclusive working space where personnel can bring their whole selves to work, and feel like they are contributing with their talents to an inspiring and transformative mission.
With this in mind, WIPO has recently developed a Geographical Diversity Action Plan and a Gender Equality Policy. These initiatives aim to increase both geographical diversity and gender parity within the organization and leverage all the creative, multi-perspective benefits that come with a diverse and engaged workforce.
In order to realize these two strategic documents, among others, WIPO wants to improve its external interface for prospective job candidates. The end goal is to improve candidates’ user experience and, at the same time, inspire them with WIPO’s employee proposition, vision, values and mission to apply for job opportunities. In addition, we also want to better equip potential candidates with the knowledge and skills to successfully apply for jobs and navigate the recruitment process.  One such interface is WIPO’s dedicated career webpages (https://www.wipo.int/erecruitment/en/ and https://www.wipo.int/jobs/en/) on WIPO’s external website.
In addition, WIPO’s Member States seek information on geographical diversity and gender parity in the organization, including via the two above-mentioned webpages. WIPO wants to improve the way relevant information is presented, positioned and made accessible, to be able to engage with Member States on a regular basis and avoid duplication of documents.
WIPO is looking for a consultant to support the re-conceptualization and restructuring of the two webpages so that they are user-friendly and easy to navigate, and recruitment, benefits and other related content is easily accessible and reflect the needs of a global pool of prospective job seekers.
2. Objective of the assignment
Working closely with the Employee Experience Unit within the Human Resources Development Department and in close collaboration with the Web Communication Section, the contractor will perform the following tasks:
– Review the current webpages “WIPO Careers” (https://www.wipo.int/erecruitment/en/) and “Jobs at WIPO” (https://www.wipo.int/jobs/en/) to determine content overlaps, duplications, gaps and opportunities;
– Perform an analysis of the current use and users of the webpages, identifying gaps and opportunities for further outreach, based on sources such as web analytics;
– Collect users’ feedback on the current webpages based on input from recent hires and their experience navigating WIPO’s pages, and from other potential applicants;
– Map the scope of HRMD’s various services vis-à-vis potential candidates to improve how they are communicated;
– Based on the above findings, propose a revised structure for the webpages that is inspiring and engaging, easy to navigate, progressively discloses complex information and highlights key information items. The proposed structure and parameters will have to adhere to WIPO’s Universal Look and Feel Design System;
– Review how geographical diversity and gender parity information is presented and propose solutions to improve availability and accessibility;
– Based on industry benchmark, revise and propose media content (including but not limited to text, infographics, images, videos, etc.) to present and highlight 1) WIPO’s value proposition, 2) the Organization’s commitment to a diverse and inclusive workforce and 3) WIPO’s recruitment process.
3. Deliverables/services
The Contractor will continuously engage with the Employee Experience Unit to understand the Organization’s mission, profile and needs, to works towards the following deliverables:
1) Review of current webpages, highlighting gaps, opportunities, strengths and weaknesses based on data collected via web analytics, surveys and/or focus groups (by week 2);
2) A draft revised webpage content, information architecture and design layout to be discussed with the Employee Experience Unit and the Web Communication Section (by week 3);
3) A second version of the revised webpage content, information architecture and design layout that takes into account the feedback to the first version (by week 5);
4) A list of new and/or revised multimedia content to populate the revised webpages so that information on WIPO’s recruitment process, value proposition and commitments is clear and engaging of different audiences (by week 6).
In delivering the above, the contractor will ensure accessibility of the webpages, in accordance with Article 9(g) of the United Nations Convention on the Rights of Persons with Disabilities. WIPO strives to attain an accessible site based on the World Wide Web Consortium’s Web Accessibility Initiative’s Web Content Accessibility Guidelines. In addition, he proposed webpage will have to comply with the recommendations of the WAVE Web Accessibility Evaluation Tools.
3. Reporting 
The Contractor will report to the Head of the Employee Experience Unit within the Human Resources Development Department.
4. Profile (e.g. area of specialization/expertise, specific knowledge/skills/experience)
– At least five years of relevant professional experience in the field of web content, UX and information architecture;
– Proven ability to produce modern, accessible, user-focused content for websites;
– Very strong understanding of best practices in UX, content design, SEO, information architecture, and web design;
– Experience analyzing web data to guide recommendations for changes in content, structure and layout of web pages;
– Excellent knowledge of written and spoken English;
– Strong verbal and written communication skills.  Ability to present complex information in a clear, effective and impactful manner, drawing on different communication methods to influence colleagues, partners and other stakeholders;
– Knowledge of/willingness to pick up basic knowledge about WIPO;
– Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Qualifications

5. Duration of contract and payment
The duration of the contract will be seven weeks, from 8 November to December 31, 2023.
The Contractor will be paid after submission of each deliverable.
Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate per number of days).
