Result of Service
As defined in the DMFAS 7 development work plan, the service provided by the consultant will allow the DMFAS Programme to make significant advances in producing: a. The development and implementation of DMFAS 7. b. The creation of new modules of the system. c. The testing and integration of newly developed modules. d. Required changes on the software delivery, to ensure a timely distribution of the new DMFAS 7 software, and e. any required DMFAS technical mission is successfully executed.

Duties and Responsibilities
Under the supervision of the DMFAS’ Systems Analyst, the Web Development specialist / DMFAS IT expert will execute his/her duties under the general direction of the Chief of the DMFAS Programme, Debt and Development Finance Branch, Globalization and Development Division and in coordination with the DMFAS’ Systems Development team. The consultant will be responsible for the following duties: 1. Collaborate with the incumbent team in the analysis, planning and development of the DMFAS V7 version, using latest technological standards, such as the latest JEE architecture model (JEE 8), as well as the programming model enhancements to provide a secure foundation for Service Oriented Architecture (using REST-, SOAP-, XML- and JSON-based web services) making use of the Java APIs for RESTful Web Services and XML-based web services (JAX-WS). Use the Angular framework making use of the latest UX standards guides, in combination with a micro-services architecture, delivering a fast and responsive web application than can be used across devices. In details, using agreed standards and in accordance with the work plan established for the distribution of the system and in coordination with the Programme’s development team, he/she will be responsible for: a. Prepare specifications for developing DMFAS 7 modules using the latest release of the Angular development framework and its PrimeNG latest framework implementation. b. Review and validate the development artifacts created by other team members to be aligned with naming conventions, programming or documentation standards. c. Provide required support in the creation of development artifacts as well as in understanding development documentation. d. Document and specify application requirements, in collaboration with the Business Analyst. e. Document and validate test cases for modules of the DMFAS 7 software. r. Other corrections and enhancements required for the creation and development of the DMFAS 7 software. 2. Participate in the preparation of required deliverables as defined in the development work plan for DMFAS version 7, informing the DMFAS’ Systems Analyst of any delays to the agreed plan in order to take corrective actions. 3. Collaborate on the organization of the work of the programming team, regarding unit and integrated testing and assists the incumbent team in acceptance testing. 4. Prepare the required technical documentation for the required modules following DMFAS standards. 5. Validate and follow up the work plans related to software development; follow-up the advances of established work-plans with the incumbent team, and communicate to the Systems’ Analyst any possible delay, proposing corrective actions. 6. Perform installation, training and conversion missions to DMFAS beneficiary countries, as required in the DMFAS activities calendar. Preparing necessary technical training material and writing relevant mission reports at the end of the related activities. 7. Provide status reports on assigned activities through regular and formal communication with the DMFAS Systems Analyst.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems. Relevant working experience and thorough knowledge of Web technology, Systems development using Object Oriented methodology, Use of JUnit and related unit test frameworks, in addition to Subversion, and other selected development and collaboration tools required for development processes. Relevant working experience with major database systems and development tools. Thorough knowledge and understanding of the Oracle database management system, Object Oriented Development, Web technology, Java programming and different application servers such as Apache Tomcat and Jboss. Experience on the development, installation and maintenance of the DMFAS version 6 system.
