Context

Yemen is among the most weapon affected countries in the world. Decades of conflict have added to the levels of contamination, and the current situation continues to have severe impacts on the civilian population, as well as Yemen’s ability to recover from conflict.

Purpose

The Weapon Contamination (WeC) Coordinator manages all aspects of a WeC programme at national level, in coordination with the delegation’s management and the WeC Regional Adviser covering their area of responsibility. WEC Coordinator defines the strategy and plan of action to ensure that they are implemented to the expected standards and that the planned objectives are met by mobilizing and handling appropriate resources. Contributes directly to ensuring staff safety, conducting technical assessments in support of the continuation of critical operations, and help design programmatic responses for vulnerable people whose lives are impacted by weapon contamination. The coordinator promotes an integrated approach to addressing the impact of weapon contamination.

This profile requires the EOD competencies, whereby the WeC coordinator will provide technical advice to the North and South of Yemen. Combined with the role and responsibilities of coordination; this role helps to reduce the impact of weapon contamination on affected communities by using and sharing specific knowledge within the programme concerned.

Relationships

• Internally: interacts with the delegation’s management and ICRC structures dealing with WeC-related issues and provides technical guidance on programme implementation and approach in coordination with WeC Regional Adviser, and headquarters (WeC Unit).

• Externally: interacts with representatives of the local authorities, civil authorities, military authorities (liaison officer, colonel), the National Society (disaster management director/officer) & interacts with relief and development organizations and UN agencies to enhance the impact of the ICRC’s work and identify high-priority areas for collaboration on conventional and non-conventional WeC-related activities.

Accountabilities & Functional responsibilities

• Develops a thorough understanding of the weapon-contamination situation and provides ICRC management with hazard identification and risk assessments as regards to the likely impact of weapon contamination on staff, operations, and civilians in affected areas.
• Defines and updates the delegation’s WeC strategy and related plan of action in line with the WeC framework and the delegation’s operational strategy.
• Manages the annual planning and budgeting process (Planning for Results), ensuring WeC activities are fully integrated into and complement other aspects of ICRC assistance and protection programmes. Ensures that the necessary resources are mobilized and used to implement the plan of action.
• Manages all aspects of WeC operations including surveys, data gathering and management, planning and prioritization, and implementation of explosive ordnance disposal (EOD) tasks.
• Monitors and evaluates ICRC and YRCS WeC activities and operations and reports to the WeC regional Adviser; suggests ways of improving their implementation and integration in the work of the delegation and beyond.
• As the technical line manager, supervises, mentors, and coordinates all WeC staff/ programmes in Yemen.
• Provides technical guidance and operational support to ICRC delegations and National Societies and promotes understanding and implementation of the Movement Strategy on CBRN.
• Develops and maintains SOPs and other guidelines for WeC-related activities; ensures that lessons learned during operational activities are integrated in the development of related tools, methodologies, and procedures.
• Liaises proactively with government bodies, specialist agencies, the UN, international organizations, educational institutions, and NGOs on matters related to policy, research and development, coordination, and good practices.
• Represents the ICRC in mine action and other relevant fora.
• Provides training, mentoring, guidance, and support to national mine action structures and/or other relevant players. And provides safety training for ICRC and International Red Cross and Red Crescent Movement staff working in CBRN-contaminated environments.
• Maintains and promotes interaction with international and regional networks and develops good working relations with relief and development organizations, identifying high priority areas for collaboration on WeC-related activities.
• Liaises and coordinates with ICRC victim- assistance and legal experts active in Yemen to ensure coherence of ICRC WeC activities.

Desired profile and skills

• Education:

-Advanced university degree (master’s degree or equivalent) with a minimum of 3 years of relevant experience with demonstrated capabilities in management, planning, and implementation of training/capacity building.

-Or a first-level university degree (bachelor’s degree or equivalent) with a minimum of 5 years of relevant experience.

-Or military experience (possibly relevant police experience) at the senior NCO (Non-Commissioned Officer) or officer level (or equivalent) with a minimum of 7 years of relevant experience.

• EOD qualification from an internationally recognized institution is a strong asset.
• 5 years’ experience in managing mine action programmes.
• Excellent knowledge of English (min C1 level). Knowledge of Arabic language or any other ICRC-recognized language: French, Russian (min B2 level) is a strong asset.
• 5-years of proven, successful experience working in EOD and/or CBRN operations and scene analysis with civil or military authorities.
• Qualification as an EOD or CBRN instructor (from an internationally recognized institution) is an asset.
• Basic training and CBRN reconnaissance level.
• Excellent organizational skills and the ability to coordinate multiple activities.
• Experienced and successful manager.
• Good understanding of the principles of risk management.
• Excellent diplomatic skills, including proven experience and capacity to work constructively in teams under considerable pressure.
• A proven track record of establishing effective working relationships at all levels, both internally and externally.
• Ability to meet deadlines and work calmly under pressure.

Our operational & field constraints

• In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
• Possess a manual transmission driving license.
• Be prepared to accept unaccompanied postings (i.e., no spouse, partner, children, or dependents).
• Be prepared to undertake a medical check-up prior to departure in the field.
• Due to the fast -changing context the selected candidate can be assigned to another location.
