SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Turbah and Al Mokha in Taizz Governorate and operational presence in Hodeidah, Lahj, Dahle, Marib and Abyan Governorates

The mission has a forecasted budget of about 13M Euros for the year 2023. It operates from Aden, where the coordination is based, and 2 operational field bases located in Al Turbah and Al Mokha. The mission is composed of approx. 19 expatriates and about 120 national staffs. Objectives for the mission for 2023 is to build on its Emergency Response capacity to expand in hard to reach areas, and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience.

In Al Mokha, SI implements emergency and resilience WASH programs, funded by ECHO, CDCS, and SDC and Dutch MOFA. WASH activities entail water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns; and a 3-years resilience project looking for more innovative, sustainable and resilience focus wash activities. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs.

SI has been one of the first humanitarian actors to access the West Coast, and remains as of today positioned in hard-to-reach areas close to the frontline of Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. After a significant scale up in financial and operational volume on the West Coast in 2019, SI is expecting to maintain a similar portfolio in the area for 2023.

About the job

General objectives:

• Under the management of the Country Director, The Logistics Coordinator pilot logistics activities of the mission to ensure the smooth running of SI programs in the country.
• He ensures the implementation of SI procedures and logistics tools on the mission and ensures their compliance and their proper use.
• He helps define the mission strategy, drafting and design projects necessary means and activities SI.
• He supports the Country Director (CD) in the operational safety.
• He is the referent on the mission and the link between headquarters and the mission for any issue related to logistics.

Specific stakes and challenges:

• While the Logistic team in Aden is fully staffed and trained, the strategy is to continue to strengthen the capacity building of the logistics staff (at base and coordination level). Reinforcing context-specific policies and processes for Logistics remains a challenge for the department. The strategy is to strengthen the support and capacity building that the coordination provides to the operational bases in order to increase the autonomy of the bases.
• Given the growth of supply chain processes and volume, a split between Supply and logistics may be foreseen, with the Log Coordinator taking a key role in leading it.

Priorities for the 2/3 first months:

• Strengthen the internal compliance (audit) on the whole supply chain (procurement and stock)
• Support the nationalization process within the Logistics Department and aligned with mission strategy
• Support the development of a long-term strategy for the logistic/supply departments
• Reinforce cost-efficiency of the Mission at logistics level, ensuring rationalization of costs, better management of premises/IT expenses
• Reinforce applied security for premises, vehicles
• Support bases’ set up for new full bases (Taizz, Marib)

Your profile

Education and experience:

• Technical education and significant experience in the logistics sector; BA minimum requirement
• Previous experience as a Log coordinator or similar (1 year) a prerequisite;
• Experience in tensed context in terms of security is compulsory;

Knowledge and technical skills:

• Expertise on local and international procurement;
• Strong applied security background
• High management and capacity building skills;
• Good and proven writing and spoken English are required;
• Arabic speaking is an asset;

Transferable skills:

• Transferable skills in logistics appreciated;
• Knowledge and experience of the Yemen or Middle-east appreciated;

Qualities:

• Strong strategic orientation and capacity to orientate department in terms of priorities, set up, delegation of tasks, follow up of key indicators
• Multi-project support experience;
• Strong interpersonal skills;

SI will offer you

A salaried position:
According to experience, starting from 2860 EUR gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Security constraints: The situation in terms of security remains volatile in Aden, linked to the political tensions and fragmentation and the presence of several armed groups competing over the control of the city. Nevertheless, INGOs are not a direct target in the city. Main risks for INGOs in Aden relate to crossfire (wrong location at the wrong moment), crowd mob and road accidents. To mitigate these risks, SI has developed strict security rules that the applicant needs to be ready to abide to.

LIVING CONDITIONS:

The coordination office in Aden is shared with the guesthouse (same building). Security rules in Aden are rather restrictive. Expatriates are allowed to go to the supermarket, to one gym, few restaurants, and two beaches. Guesthouse is comfortable as per middle-east standards (large rooms with AC, good-standard bathrooms with running water). A gym and rest area have been built on the roof of the Guesthouse to improve expatriates’ living conditions (a pool table, darts game, and a baby-foot are available in the Guesthouse). In recent years, the number of international staff has increased in Aden, allowing for regular social gathering.
